This is a challenging and exciting role in which you will assist the Head of Member Liaison in providing leadership, guidance and advice services. The Member Learning and Engagement Manager is responsible for shaping and delivering a high-quality learning and engagement programme for Members of the Senedd and their staff across Wales, under the guidance of the team leader. The role holder will oversee the development, management, and monitoring of training initiatives, ensuring they are relevant to all aspects of Members' work, and will manage the budget and procurement for training requirements. You will need to have the skills to deliver training, in a variety of situations, both formal and informal. You will work closely with Members of the Senedd and their staff, as well as senior leaders within the Senedd Commission. You will be a key contact for Members, a valuable source of advice on learning and development issues, and a general proactive resource for management queries relating to their staff. You will foster good communication, drive engagement with Members, and gather feedback to shape future service provision. The role will also contribute to wider corporate objectives, including supporting steps to improve service effectiveness to meet the needs of Senedd Members, identifying and understanding Member needs, and using this knowledge to shape the provision of appropriate levels of support in a changing environment.

Responsibilities

  • Lead a team responsible for the development and delivery of a relevant, timely and high-quality learning and development programme for Members and their staff across Wales, within an agreed delivery framework.
  • Manage the budget and procurement framework for our training requirements.
  • Develop innovative ways of delivering, managing and monitoring training that is relevant to all aspects of a Member's work and that of their staff.
  • Deliver training where appropriate.
  • Lead on delivery, improvement and change of the team’s services to Members through careful engagement, planning, escalation of ideas and responses to feedback.
  • Maintain and develop key communication channels with Members, such as the Members’ information centre (the ‘Hwb’), the intranet and the Members’ survey, and advise colleagues on appropriate channels.
  • Identify and understand Member needs, share knowledge and information gathered appropriately to help shape future service provision, and interact with Members about changes using innovative approaches.
  • Act as an active member of the service management team, providing leadership and direction to the Learning and Engagement team, motivating them to achieve high standards of service and performance, planning for future needs, and deputising for the Head of Member Liaison as required.
  • Complement the work of the Members’ Business Support team by providing proactive employment and management support and advice to Members, and suggesting and arranging learning and development opportunities as appropriate.
  • Lead the delivery of projects relating to the team’s responsibilities and participate in cross‑cutting projects elsewhere in the organisation.
  • Work with the Head of Member Liaison and the Heads of Members Business Support to support the work of the Remuneration Board, where appropriate.
  • Represent the team or service, or lead relevant meetings such as with Members or Member support staff, and liaise as necessary with the Senedd’s Leadership Team and Executive Board.
  • Participate fully in corporate and cross‑service matters to make a positive and effective contribution to achieving the Senedd Commission’s Strategic Goals.

Qualifications

  • Interpersonal skills: strong relationship‑building skills, demonstrating the ability to win the trust and confidence of politicians, senior colleagues and other stakeholders, maintaining effective working relationships, and showing an understanding of varying priorities.
  • Judgement and political sensitivity: ability to understand and respond to different perspectives and situations appropriately, with an awareness of the implications of working in a dynamic and complex, high‑profile, politically sensitive environment.
  • Knowledge and experience: able to provide Learning and Development and general managerial advice on various issues in a fast‑paced environment.
  • Forward planning and project management: able to plan the team’s programme of work according to significant events, milestones or business need, and to reprioritise workstreams according to changing demands.
  • Written communication: excellent written communication skills, including the ability to draft and prepare written reports and material suitable for presentation at Senior level and to edit and shape text to meet a variety of needs.

Security

Successful candidates must undergo a criminal record check and meet the security requirements before they can be appointed. The level of security needed is a counter‑terrorist check. Successful candidates must also complete baseline personnel security standard checks when working with government assets.

Desirable Criteria

Experience in providing L&D advice and support or Membership of the Chartered Institute of Personnel & Development (or currently working towards MCIPD).

Benefits and Compensation

Salary of £47,254. Welsh Parliament contributes £13,689 towards membership of the Civil Service Defined Benefit Pension scheme (28.97% employer contribution).
