Requirements

  • We require a degree in Digital, Information Technology, Computer Science, Information Management, Data Science, GIS or a related discipline, or significant relevant experience leading digital, technology, information or data services within complex organisations.
  • We need proven experience of leading organisation-wide digital, data and technology services that support organisational priorities and statutory responsibilities.
  • We need experience implementing, managing and continuously improving enterprise systems, digital platforms and business applications.
  • We need experience procuring, mobilising and managing technology suppliers, managed service providers and digital contracts.
  • We need strong experience leading the operational management of organisational data, national registers and information assets.
  • We need experience developing reporting, analytics and business intelligence to support operational delivery and organisational performance.
  • We need experience ensuring information governance, data protection and digital security requirements are met.
  • We need experience leading digital transformation and continuous improvement initiatives.
  • We need the ability to provide professional advice and sound judgement on digital services, technology, supplier management and information management.

Responsibilities

  • We will lead the implementation of our Digital, Data & Technology Strategy.
  • We will ensure our digital services, enterprise systems and technology platforms support our organisational priorities and statutory responsibilities.
  • We will oversee the development, implementation and continual improvement of our digital services.
  • We will manage the performance, resilience and continuous improvement of our enterprise technology estate.
  • We will lead the procurement, mobilisation and day-to-day management of our technology suppliers, managed service providers and digital contracts.
  • We will lead the operational management of our information assets, including national registers, operational systems and organisational data.
  • We will oversee data quality, information governance and system integrity.
  • We will develop our reporting, analytics and business intelligence capability.
  • We will identify and lead opportunities to improve organisational effectiveness through digital technologies, automation and process improvement.
  • We will work with technology providers, academia and public sector partners to identify emerging technologies and digital solutions.
  • We will build and lead a modern, customer-focused Digital, Data & Technology function.

We are establishing the Disused Tips Authority for Wales as a new national public body responsible for overseeing the safety, management and regulation of disused tips across Wales.

This is a high-profile, safety-critical organisation where reliable digital services, trusted information and technology will be essential to confident, evidence-based decision making.

Until 1 April 2027, these roles will be hosted by the Welsh Government, and successful candidates will initially be employed by the Welsh Government before transferring to the Disused Tips Authority with continuity of employment maintained.

Our headquarters will be at Rhydycar Business Park, Merthyr Tydfil, and we expect the successful candidate to attend regularly to support collaboration and stakeholder engagement.

We offer a starting salary of £61,098 per annum within a pay range extending to £78,449, with potential for a higher starting salary for exceptional experience, expertise and market value.
