An exciting opportunity has arisen to join the Innovation & Improvement Hub (iHub) at the Welsh Blood Service. We are looking for an ambitious and experienced Portfolio Project Manager who will be responsible for leading, planning, co-ordinating and managing a portfolio of projects on a day-to-day basis, supporting the organisation in meeting key strategic business aims and goals. The post holder will be responsible for delivering projects on time, to budget and to agreed quality standards that meet business needs.
The Innovation & Improvement Hub (iHub) hosts three areas: Projects & Change Management, Capital Planning and Service Improvement. These three areas provide a range of specialist support and advice to the whole of the Welsh Blood Service in terms of project/change management, capital schemes and continuous improvement. The three areas work closely together to support both business-as-usual and organisational change initiatives to ensure the approach and delivery of relevant work meets the necessary requirements and minimises disruption to service delivery.
PLEASE NOTE: This post is a fixed-term position for 12 months from start date in order to deliver a specific project in relation to the Infected Blood Inquiry.
Main duties of the job:
- This post has been created specifically to manage a project being led by the Welsh Blood Service to implement certain recommendations made by the Infected Blood Inquiry (IBI) from a Digital and Data perspective.
- The post holder will provide project management and leadership to clinical and operational projects, including managing and co-ordinating the efforts of project team members and wider internal and external stakeholders in order to deliver all projects according to plan, using specialist project methodologies.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

- Ability to prepare and present reports to management teams on project status
- Leadership and team building skills
- Excellent communications skills
- Ability to demonstrate or gain a comprehensive understanding of the dynamics of systems of health and social care
- Ability to develop strong multi-disciplinary relationships
- Ability to speak Welsh
Experience:
- Extensive experience of working in a complex project management environment
- Proven track record and demonstrated ability of working collaboratively with a variety of organisational levels to deliver programme goals
- Experience of working with multidisciplinary teams at various levels
- Principles of programme management and benefits realisation
- Experience of service improvement methodologies and applied knowledge
- Experience in developing business cases / strategic documents
- Experience of line management responsibilities
Qualifications & Knowledge:
- Project Management Qualification
- Significant experience of delivering complex change projects
- Masters Level or equivalent experience
- Agile Practitioner and/or experience
