The Operations Manager will manage the operation of the Waste to Energy Plant and ensure conformance of all workers concerning legal and regulatory requirements, quality and environment assurance standards, Health and Safety, work in accordance with permit to operate under EA regulations, Company policies, and TOL safe working practices. To ensure the facility reaches performance KPI’s in line with the client’s and TOL’s expectations.

- Lead, support, and develop the operations team, promoting a proactive safety culture and positive behaviours.
- Ensure all operations are carried out in compliance with an environmental permit, Health & Safety legislation, and company policies.
- Deputise for the plant manager in their absence, with full responsibility for operational performance.
- Manage plant performance to meet operational KPIs, including availability, efficiency, and cost targets.
- Oversee and direct operational resources, budgets, and material flow into and out of the site.
- Work closely with the Plant Manager and Maintenance Manager to deliver engineering solutions that support plant reliability and availability.
- Carry out full people management responsibilities for direct reports, including recruitment, training, appraisals, and development planning.
- Produce and maintain risk assessments, work instructions, and safe systems of work relevant to plant operations.
- Support and contribute to outage planning and execution to minimise downtime.
- Monitor and report on operational performance, CAPEX projects, and budgets.
- Identify and implement opportunities for operational improvements and efficiency gains.
- Represent the site in audits, inspections, and stakeholder engagements.
- Ensure high standards of housekeeping and compliance with the Permit to Work system.
- Record, report, and investigate incidents, accidents, and non‑conformities, ensuring corrective actions are completed.
Experience / Qualifications / Skills
- Proven leadership experience in a continuous process, power generation, or waste management environment.
- Strong people management skills, with the ability to coach, develop, and motivate teams.
- Knowledge of steam‑to‑energy processes, boilers, and high‑pressure systems.
- Experience managing operational KPIs, budgets, and compliance requirements.
- A clear commitment to health, safety, and environmental standards.
- Outage and maintenance planning exposure.
- Familiarity with environmental permitting and ISO standards.
Qualifications
- Qualification in an Engineering discipline (relevant to the waste industry or power industry) or equivalent experience.
- HV SAP.
- Boiler Operation and Maintenance with Burner Combustions (BOAS).
- Boiler house water treatment.
- Application of Health and Safety Legislation including PUWER, LOLER, CDM Regulations.
- City and Guilds Confined Space - Medium Risk.
- Effectiveness Checks (1-2-1 with Staff Quarterly).
- Safety performance for Operations Team.
- Retention of people / low sickness & absence rates.
- Meet Training Requirements.
- Plant Availability and KPI’s achieved by Operations Team.
- Optimisation & cost-effective solutions.
- Site Documentation up to standards required.
