As one of the first authorities to administer the levy, we are looking for someone who enjoys working with legislation, financial administration, and customer service to help deliver this important new responsibility.

As the Building Safety Levy Officer, you will be responsible for the administration of the Building Safety Levy process, including assessing levy liability, issuing notices, collecting payments, monitoring compliance, and supporting enforcement activity where necessary. You will play a key role in ensuring the council meets its statutory responsibilities while providing excellent service to developers, agents, colleagues, and members of the public.

What will you be doing?

  • Assess developments to determine levy liability and applicable charges.
  • Issue levy notices, invoices and payment certificates.

  • Maintain accurate records and audit trails using the council's systems.
  • Provide advice and guidance on levy regulations to customers and stakeholders.
  • Support compliance, investigations and enforcement activity.
  • Produce reports and statistical information to support service delivery and governance.

About You

We are looking for someone who is highly organised, customer-focused and comfortable working with detailed information and legislation. You will have:

  • Experience in financial administration, regulatory services, development contributions or similar administrative environments.
  • Experience of processing financial transactions and maintaining accurate records.
  • Strong organisational skills with the ability to manage competing priorities and meet deadlines.
  • Excellent attention to detail and a methodical approach to work.
  • Strong communication skills, both written and verbal.
  • Good IT skills, including experience using databases and Microsoft Office applications.
  • Experience of dealing with complex customer enquiries.
  • An understanding of the importance of handling confidential information appropriately.

Experience within local government, construction, planning, building control, enforcement or debt recovery would be advantageous, but is not essential.

We Offer

  • A competitive salary, holiday entitlement, and access to our contributory pension and staff benefits scheme.
  • Salary range of £26,847 - £29,071.
  • Enrolment in the Local Government Pension Scheme (LGPS).
  • Career progression: clear pathways to progress.

  • Flexible working: including the potential for job-sharing, part-time hours and agile working.
  • Employee Assistance Programme: 24/7 access to support and counselling.
  • Payment of professional membership fees (based on role requirements).

The county sits between Worcestershire and the Malvern Hills to the east, and Bannau Brycheiniog (the Brecon Beacons) in Wales to the west. Historically Herefordshire has been the gateway to the Marches.

We embrace partnership working. We are a member of the Marches Forward Partnership, which is a cross border collaboration between Herefordshire, Monmouthshire, Powys and Shropshire who are collectively working to secure funding to invest in the region.

The council priorities over the next four years are set out in the Council Plan, with four main areas:

  • People: We will enable residents to realise their potential, to be healthy and to be part of great communities who support each other.
  • Place: We will protect and enhance our environment and ensure that Herefordshire is a great place to live.
  • Growth: We will create the conditions to deliver sustainable growth across the county; attracting inward investment, building business confidence, creating jobs, enabling housing development along with providing the right infrastructure.
