Lead strategic framework solutions that deliver lasting value
Are you an experienced procurement professional with expertise in framework agreements and strategic commercial delivery? Birmingham City Council is looking for a Framework Lead to join our newly established Commercial and Procurement Services.
This is an exciting opportunity to shape the Council's approach to framework procurement, developing innovative commercial solutions that maximise value for money, strengthen supplier partnerships and support the delivery of high-quality public services. Working across one of the UK's largest local authorities, you'll influence procurement strategy, improve commercial outcomes and help ensure public funds are used efficiently, ethically and transparently.
About the Role
As a Framework Lead, you'll lead the development and delivery of strategic framework agreements by:
- Developing framework strategies that respond to market conditions, support organisational priorities and maximise commercial value.
- Providing expert advice to stakeholders on framework procurement, commercial options and the legal and governance requirements that underpin successful delivery.
- Leading the development, implementation and continuous improvement of framework agreements that enhance procurement capability and deliver value for money.
- Analysing supplier, market and performance data to monitor benefits realisation, manage commercial risks and identify opportunities for improvement.
- Building productive relationships with internal stakeholders, suppliers and strategic partners to support successful framework delivery.
- Driving innovation through the effective use of procurement systems, technology and modern commercial practices.
- Ensuring all framework activity is delivered in line with procurement legislation, governance requirements and robust project management principles.
About You
We're looking for an experienced procurement professional who combines commercial expertise with strong strategic thinking and stakeholder management skills. You'll bring:
- Significant experience developing procurement strategies and framework agreements within a regulated procurement environment.
- Strong knowledge of procurement legislation, governance and commercial best practice, with experience managing complex framework contracts.
- Excellent commercial and analytical skills, using market intelligence and performance data to inform decision-making and improve outcomes.
- Experience building trusted relationships with senior stakeholders, suppliers and partners, influencing commercial decisions and negotiating successful outcomes.
- A strong understanding of contract management, supplier performance and risk management across complex supply chains.
- Experience using procurement systems and technology to improve procurement delivery, efficiency and commercial performance.
- A Level 6 CIPS Diploma (or equivalent professional expertise), or a commitment to work towards the qualification.
