Are you passionate about learning, organisational development and helping people reach their full potential? Birmingham City Council is looking for an Associate Performance and Talent Management Lead to join our newly established Commercial and Procurement Service.

This is a unique opportunity to play a leading role in developing the capability, skills and future talent of one of the UK's largest public sector procurement functions. You'll help create learning programmes, embed professional standards and support career development, ensuring our people have the knowledge and confidence to deliver outstanding commercial and procurement services for Birmingham's residents.

About the Role

As an Associate Performance and Talent Management Lead, you'll help build a high-performing procurement profession by:

• Developing and embedding learning programmes, competency frameworks and professional development initiatives across Commercial and Procurement Services.
• Identifying capability gaps and designing learning solutions that strengthen procurement, commercial and contract management skills.
• Supporting career pathways, apprenticeships, graduate programmes and other routes into the procurement profession.
• Promoting professional qualifications, mentoring opportunities and continuous learning to develop capability across the service.
• Coordinating learning events, workshops and networking opportunities that encourage collaboration, knowledge sharing and best practice.
• Supporting recruitment, onboarding and induction activities to attract, develop and retain talented procurement professionals.
• Maintaining learning resources, guidance, capability data and knowledge management systems to support organisational development and continuous improvement.

About You

We're looking for someone who is passionate about developing people and creating a culture of continuous learning. You'll bring:

• Experience in learning and development, organisational development, talent management or workforce capability within a professional environment.
• Experience designing, delivering or coordinating learning programmes, workshops or development initiatives.
• Strong relationship-building skills with the ability to influence, coach and support colleagues at all levels.
• Experience using HR, learning or knowledge management systems to monitor capability and support professional development.
• Excellent communication skills with the ability to create engaging guidance, learning materials and development resources.
• Strong organisational skills with experience managing multiple projects, events and priorities simultaneously.
• A commitment to continuous professional development and helping others build rewarding careers within commercial and procurement services.
