Are you an experienced procurement professional with a passion for framework agreements and strategic sourcing? Birmingham City Council is looking for an Associate Framework Lead to join our newly established Frameworks Team.

This is an exciting opportunity to support the development and delivery of innovative framework agreements that maximise value for money, improve procurement efficiency and strengthen supplier relationships. Working within a modern Commercial and Procurement Service, you'll help shape procurement strategies, provide expert advice and deliver framework solutions that support better public services across Birmingham.

About the Role

As an Associate Framework Lead, you'll play a key role in developing and delivering framework agreements by:

• Supporting the development and implementation of procurement and framework strategies that align with organisational priorities and deliver value for money.
• Providing expert advice on framework agreements, building strong relationships with stakeholders and suppliers throughout the procurement lifecycle.
• Leading framework procurement projects, ensuring compliance with legislation, governance requirements and procurement best practice.
• Using supplier performance, market intelligence and commercial data to identify opportunities for improvement, innovation and risk mitigation.
• Developing framework guidance, toolkits and best practice resources while maintaining high-quality content across digital platforms.
• Driving continuous improvement through the effective use of procurement systems, technology and AI-enabled solutions.
• Supporting contract negotiations, framework performance management and ongoing commercial improvements to maximise long-term benefits.

About You

We're looking for a commercially aware procurement professional with excellent relationship management skills and a passion for delivering strategic procurement solutions. You'll bring:

• Experience supporting the development of procurement strategies, framework agreements and sourcing activity within a regulated procurement environment.
• Strong knowledge of procurement legislation, governance and commercial best practice, with an understanding of framework agreements.
• Experience building productive relationships with internal stakeholders, suppliers and partners, providing trusted commercial advice.
• Strong analytical skills with the ability to interpret commercial and performance data to support decision-making and continuous improvement.
• Experience using procurement systems and technology to enhance procurement delivery and commercial outcomes.
• Excellent communication and influencing skills, with the ability to explain complex procurement matters to a range of audiences.
• A commitment to continuous professional development, with a willingness to work towards a Level 5 CIPS Diploma if not already achieved.
