The purpose of your role is to work directly with the Director of Organisational Capability to design a clear, ambitious and practical enterprise-wide learning strategy focused on AI and data capability uplift. This role will create the strategic blueprint for how we:

  • Raise foundational AI and data literacy across the entire organisation.
  • Build targeted data and AI learning pathways for specific functional areas.
  • Develop technical programmes (including apprenticeship levy-funded options) to support specialist upskilling and professional certification.

This work will directly support the creation of a compelling learning strategy that prepares colleagues for the opportunities and challenges of AI, ensures responsible and informed adoption, and aligns with organisational priorities. Operational delivery remains with the internal team; this role is exclusively strategic.

You are accountable for:

  • Data & AI Learning Strategy: Develop a coherent, organisation-wide learning strategy that builds confidence, capability and responsible use of data and AI. Design a multi-tiered capability framework (foundation > intermediate > advanced) aligned to our organisational roles and future needs. Create learning pathways and recommended interventions for generalist, functional and technical audiences. Identify success measures, KPIs and milestones to track capability uplift.
  • Foundational Data & AI Literacy (Learning for All): Define and recommend learning solutions that build a baseline understanding of AI, data concepts, responsible/ethical AI and practical workplace applications. Build on earlier work in this space, integrating it into a more comprehensive strategic approach.
  • Targeted Functional Upskilling: Partner with operational and enabling functions to understand where AI and data can add the most value. Create tailored learning pathways for functions such as casework, operations, HR, finance, digital/IT, and customer services. Recommend appropriate learning approaches (blended learning, simulations, in-role learning, vendor-led programmes).
  • Technical Skills & Certification Programmes: Develop a strategy for deeper technical development. Identify relevant certification routes. Recommend where apprenticeship levy funding can be used to support structured, accredited learning.
  • Future Skills & Horizon Scanning: Conduct external research to understand emerging AI and data trends relevant to our work. Provide insight on future skills needed over the next 3 to 5 years. Advise on partnerships with learning providers, universities, vendors and accreditation bodies.
  • Stakeholder Engagement & Influence: Work closely with senior leaders to ensure alignment with organisational priorities and digital strategy. Provide high-quality strategic advice, positioning the organisation to navigate digital and data-driven change.

Your experience includes:

  • Extensive experience in L&D strategy, organisational development, or talent management at a senior/strategic level.
  • Significant experience in designing and implementing enterprise-level data, digital or AI capability strategies.
  • Strong understanding of AI fundamentals, data literacy, responsible/ethical AI use, and emerging industry trends.
  • Demonstrated expertise in building structured learning pathways and capability frameworks.
  • Experience working with apprenticeship levy-funded programmes and/or accredited technical learning pathways.
  • Proven ability to work at a strategic level and influence senior stakeholders.
  • Outstanding communication and storytelling skills, with the ability to simplify complex technical concepts.
