Job Purpose
The provision of expert professional advice and deliver high-quality development and regeneration activity across the Councils property portfolio.
Leading on development appraisals, feasibility studies, land assembly, acquisitions and disposals, and viability assessments, supporting the delivery of regeneration priorities and capital projects. Acting as a key professional adviser, working collaboratively across services and with external partners to identify opportunities, unlock value from assets, and deliver sustainable economic, social and environmental outcomes for Pembrokeshire.
Principal duties and responsibilities:
Lead on and contribute to feasibility studies, options appraisals and business cases, ensuring robust evaluation of financial, technical and strategic considerations.
Prepare and present development appraisals, viability assessments and recommendations on preferred delivery options.
Identify and progress opportunities to bring forward development and regeneration schemes, including the reuse of surplus or underutilised assets.
Support the development and delivery of a pipeline of regeneration and development projects aligned to corporate priorities.
Lead or support negotiations in relation to acquisitions, disposals, land assembly, leases and development agreements.
Contribute to strategic planning of the Councils development pipeline and asset optimisation opportunities.
Embed sustainability, equality and social value considerations into all aspects of decision-making.
Responsibility for People Supervision/Management:
Full and ongoing responsibility for the supervision of at least two members of staff.
This includes the recruitment and selection of staff, allocating and directing work, performance management, identifying training needs and responding to any matters relating to sickness absence or conduct.
Contribute to the mentoring and development of junior staff, graduates or trainees where required.
Decision making, Planning requirements and Procedural context of the role:
Manage a defined caseload of development and regeneration projects, prioritising workload to meet competing demands and deadlines.
Commission, manage and monitor consultants, agents and contractors, ensuring value for money and quality outputs.
Manage projects to time, cost and quality, including risk management, governance, reporting and stakeholder engagement.
Undertake site investigations, inspections, condition surveys and due diligence activities.
Support funding applications, grant submissions and claims by assessing financial viability and deliverability.
Exercise professional judgement in relation to development appraisals, valuations and project recommendations.
Ensure compliance with relevant legislation, procurement regulations, professional standards and internal governance requirements.
Maintain accurate project records, audit trails and documentation.
Ensure decisions are informed by financial analysis, risk assessment, policy considerations and statutory requirements.
Communication and Nature of Contacts with others:
Regularly communicate and negotiate with landowners, potential purchasers, potential tenants, existing tenants, external surveyors, consultants, Welsh Government, statutory undertakers and developers, in the pursuance of disposing or managing the Councils property, part of which may include dispute/conflict resolution.
Liaise with a wide range of internal stakeholders including Officers in Procurement, Finance, Construction management, Highways, Planning and Conservation Development, to establish project requirements and ensure deadlines and targets are being achieved.
Communicate and engage with groups and individuals in the community to encourage them to become involved in suitable aspects of the project and also to support third-party raising of funds to undertake specific aspects of regeneration projects.
Operate as a business partner to other services by providing appropriate and timely professional property advice.
Interact with all Property colleagues, including the line manager, on matters relating to professional advice and guidance, providing input to professional property matters and supporting the development of colleagues in the team.
