Responsibilities
- Working collaboratively with colleagues, stakeholders and elected Members, the postholder will support the development and delivery of policy across the Highways Service, ensuring alignment with statutory requirements and corporate priorities.
- You will help translate policy into clear, practical guidance and contribute to briefings, reports and communications that support informed decision-making and consistent service delivery.
Qualifications

About the Team
The Policy, Project and Assurance Team sits at the heart of County Highways, driving the development of clear, robust policy and ensuring services are delivered effectively, transparently and in line with legislative and strategic priorities. Working across a wide network of stakeholders, including colleagues, partners and elected Members, the team plays a key role in communicating complex information clearly and supporting informed decision-making at all levels. The team plays a pivotal role in shaping and supporting the delivery of key projects and programmes, helping turn strategic ambition into tangible outcomes. Through its assurance function, it promotes a culture of continuous improvement, identifying risks and ensuring high-quality, accountable service delivery, all within established governance frameworks.
The Fluency Duty is outlined in the Code of Practice on the English language requirements for public sector workers. The Fluency Duty for this role is required. You must be able to speak and provide advice in accurate spoken English to the public.
Apprenticeship & Future Path
This position is aligned with the Level 3 Business Administrator apprenticeship, delivered by Heart of England Training. Upon completion of this apprenticeship, the postholder will progress to a permanent Business Support Officer role.
