About the role

The postholder will lead the strategic commissioning for adults with care and support needs and carers, primarily aged 65 and over, ensuring the delivery of high-quality, cost-effective services aligned with agreed commissioning priorities, ensuring that adults with care needs in Waltham Forest live as independently and well as possible and have choice over the care they receive. The postholder will lead and manage a team of commissioning support staff including quality, contracts and supplier relationship staff.

Key Responsibilities

• Lead strategic commissioning for adult services and carers.
• Manage commissioning and contract-management staff.
• Develop commissionin strategis and oversee service redesign.
• Work with providers and partners to ensure quality, value and outcomes.
• Provide expert advice to senior leaders and partners.
• Manage risks, performance and complex stakeholder issues.

Qualifications and Requirements

• Degree-level education (post-graduate desirable).
• Relevant professional qualification.
• Strong commissioning experience and knowledge of legislation, markets and best practice.
• Experience in large, complex organisations.
• Excellent communication, analytical and stakeholder-management skills.
• Solid understanding of procurement, contracting and the commissioning cycle
