This is a varied and rewarding role where you will lead the management and optimisation of a diverse property portfolio, ensuring our assets are well managed, compliant and delivering value for money. You will play an important part in setting strategic asset objectives through strong operational property management, sound professional advice and effective engagement with internal and external stakeholders.
- Strategic asset planning through operational property data and insights
- Undertaking property reviews and business cases to support asset optimisation
- Maintaining and updating the property asset register
- Preparing reports, recommendations and professional advice on property matters
- Managing lease events including lease renewals, rent reviews and terminations
- Overseeing leases, licences and tenancy agreements across the portfolio
- Ensuring compliance with lease terms and wider statutory and contractual obligations
- Liaising with tenants, landlords, internal teams and external partners to resolve property-related issues
- Acting as a point of contact for internal departments, elected members and external stakeholders
- Coordinating maintenance and repair activity with maintenance teams
- Conducting regular inspections of council-owned properties
- Leading on acquisitions, disposals and valuations of property assets
- Working closely with legal and finance colleagues to ensure due diligence and compliance
- Monitoring budgets and expenditure linked to property operations
- Financial forecasting, reporting and budget planning for property assets
- Identifying opportunities for cost savings, income generation and value for money
- Ensuring rents and service charges are demanded, received and reconciled within the proper timescales
- Contributing to sustainability and social value outcomes through effective property management
- Carrying out risk assessments and supporting the implementation of mitigation measures
- Representing Walsall Council in a professional manner at all times
We are looking for someone with the professional knowledge, commercial awareness and relationship skills to manage a varied property portfolio effectively.
- Experience of property management, including lease administration, lease events and landlord and tenant matters
- Knowledge of property legislation, lease terms, valuation principles and health and safety requirements
- The ability to manage inspections, maintain accurate records and ensure compliance across the portfolio
- Experience of working with contractors, managing agents and external stakeholders
- Strong communication and negotiation skills, with the ability to build credibility with a wide range of people
- Confidence in monitoring budgets, supporting financial planning and identifying opportunities for cost savings or income generation
- An understanding of asset management principles and property performance measures
- The ability to interpret legal documentation and apply it in practice
