This is a senior management position; the post holder will be responsible for the overall operational management of the charity and be the deputy to the Chief Executive Officer.

Key Duties and Responsibilities

  • Operations: Responsible for the operational management of WBSC’s Vulnerable Women’s Projects, ensuring an appropriate staffing structure is in place, staff management, quality, safety, safeguarding, and development across all activities.
  • Deputy: To deputise in the absence of the Chief Officer and assist them in the overall and wider management and development of WBSC.
  • Budget Management: Responsible for the budget for the Vulnerable Women’s Project, accountable to the Chief officer for day‑to‑day spend and financial probity.
  • Policy Implementation: Develop, review, and maintain working practice guidelines, policies, procedures, assessments, and risk assessments.
  • Staff Management: Recruit and manage project staff and volunteers, handle all HR matters relating to the Project, and ensure their health and safety.
  • Client Support: Ensure timely assessment of Users referred to WBSC, review assessments by team members, oversee development and implementation of support plans tailored to individual needs, keep files up to date, and build trusting relationships with Users, families, carers, and the community.
  • Community Engagement: Work in partnership with statutory agencies and voluntary sector organisations to provide holistic services addressing client needs; advocate on behalf of service users regarding housing-related services, health, social care, and benefits.
  • Program Development: Develop and manage events and services to meet diverse needs of women, promote other support services, oversee outreach for isolated individuals, and develop women empowerment programmes.
  • Collaboration: Work collaboratively with other partner agencies on individual client issues, lead community initiatives, services, and campaigns in supporting women, represent the charity at various meetings and events, and support other WBSC internal projects as part of the wider leadership team.
  • Monitoring & Reporting: Responsible for all aspects of performance, evaluation, monitoring and review of the Vulnerable Women’s project, including financial reporting, quality improvement and producing quarterly progress reports to the Community Lottery Fund, Chief officer and WBSC Board; carry out user evaluations to track progress, report successes and improvement areas, and complete monitoring records, monthly/quarterly/annual returns, and reports for funders/stakeholders.
  • Service Development: Map community needs to identify gaps in services, identify funding and income-generating opportunities for long-term sustainability and growth, and be creative and entrepreneurial in developing opportunities for income generation, joint ventures with other organisations and community groups.
  • Other Duties: Perform additional tasks as and when required and directed by the Chief Executive Officer within the scope of the role.

Person Specification

  • Degree/Diploma or equivalent qualification in management.
  • At least 2 years’ experience working in the community/voluntary sector, and proven track record in staff management, staff recruitment and developing teams from scratch.
  • Proven experience in community development or working with vulnerable groups in voluntary/statutory sectors.
  • Project management experience including developing projects with targets, objectives and tangible deliverables.
  • Budget management and financial reporting experience.
  • Performance management and reporting experience, including service monitoring, service improvement, review and evaluation.
  • Knowledge of gender inequality and the disadvantages faced by BME women.
  • Familiarity with the various support services and agencies that support women.
  • Ability to work in a flexible manner with some out‑of‑office hours, including evenings and weekends.
