Housing Strategy & Policy Lead – Contract Opportunity

Rate: £550 per day (umbrella)
Working Pattern: Hybrid – 3 days in the office, 2 days from home
We are seeking an experienced and dynamic Housing Strategy & Policy Lead to join a forward-thinking local authority in West London. This role offers the opportunity to drive strategic change, shape housing policy, and lead on transformation programmes that will make a real difference to residents.
Role Overview:
As the Council’s principal policy adviser on housing strategy, you will:
Lead the design and delivery of evidence-led housing strategies and policies, ensuring they align with the Council’s vision and values.
Provide high-level policy advice to senior officers and elected members to inform strategic decision-making.
Drive the Housing Strategy & Policy Change Programme, including implementing requirements of the Social Housing Act.
Ensure resident voices are heard through engagement and consultation, embedding co-production in policy development.
Oversee and matrix-manage Housing Strategy & Policy officers, supporting performance and professional development.
Lead on multi-disciplinary projects and deliver innovative policy strategies to improve outcomes and provide value for money.Skills & Experience Required:
Educated to degree level (or equivalent experience).
Proven experience leading housing strategy and policy at a senior level.
Strong understanding of housing legislation, government policy, and the challenges facing local government.
Experience of working in a politically-led environment with senior officers and councillors.
Exceptional leadership and stakeholder management skills, with the ability to influence across boundaries.
Demonstrable experience delivering complex programmes of work and driving organisational change.
Excellent written and verbal communication skills, with the ability to brief senior stakeholders clearly and concisely.
