Housing Disrepair Surveyor – Expert Witness / CPR 35

VNA Recruitment is currently recruiting for four experienced Housing Disrepair Surveyors to join a busy Housing Disrepair Team within a large housing organisation in East London.

This is an excellent opportunity for experienced Building Surveyors with a strong background in housing disrepair, Expert Witness work, CPR 35 reporting, HHSRS, damp and mould, and complex building defects.

You will manage disrepair cases from initial inspection through to completion, carrying out detailed property investigations, diagnosing defects, producing high-quality expert reports and specifying appropriate remedial works.

We are looking for surveyors who can hit the ground running, confidently manage a demanding caseload and produce robust technical evidence to support complex housing disrepair cases.

The Role

As a Housing Disrepair Surveyor, your responsibilities will include:

  • Carrying out detailed housing disrepair inspections across residential properties
  • Producing accurate and comprehensive CPR 35 compliant Expert Witness reports
  • Managing a weekly caseload of property surveys, reports and live disrepair cases
  • Investigating complex building defects and technical faults
  • Diagnosing damp, mould, condensation and ventilation issues
  • Identifying the root cause of defects and recommending appropriate remedial solutions
  • Using specialist surveying and diagnostic equipment
  • Assessing environmental and psychrometric conditions where required
  • Completing HHSRS assessments
  • Preparing detailed specifications and Bills of Quantities
  • Designing practical and cost-effective remedial solutions
  • Raising and managing complex reactive repair and capital works
  • Managing cases from initial inspection through to completion and sign-off
  • Carrying out post-work inspections to confirm satisfactory completion
  • Monitoring contractor performance and quality of works
  • Working closely with residents, contractors, legal teams and internal stakeholders
  • Providing clear technical evidence and professional recommendations
  • Supporting settlement, legal and insurance-related claims where required
  • Managing repair budgets using relevant Schedules of Rates
  • Maintaining accurate case records, inspection notes and supporting evidence

About You

To be considered for one of these positions, you should have:

  • A minimum of 2 years' professional Housing Disrepair Surveying experience
  • Previous experience working as an Expert Witness
  • Proven experience producing CPR 35 compliant reports
  • Strong practical experience applying the Housing Health and Safety Rating System (HHSRS)
  • Excellent knowledge of housing disrepair legislation and protocols
  • Strong knowledge of damp, mould, condensation and building pathology
  • Ability to diagnose complex building defects and identify their root cause
  • Experience specifying appropriate remedial and repair works
  • Strong knowledge of residential building construction and maintenance
  • Excellent technical report-writing skills
  • Ability to produce clear, evidence-based professional recommendations
  • Experience managing complex disrepair cases from inspection through to completion
  • Strong contractor and stakeholder-management skills
  • Confidence dealing with difficult, sensitive or contentious resident situations
  • Ability to manage a demanding caseload independently
  • Excellent organisation and workload-management skills
  • Experience using mobile surveying technology and property-management systems

Legislation and Compliance

You should have strong working knowledge of relevant legislation, guidance and procedures, including:

  • CPR 35 and associated Practice Direction requirements
  • Awaab's Law
  • Housing Health and Safety Rating System (HHSRS)
  • Housing disrepair legislation and protocols
  • Health and Safety at Work legislation
  • Construction (Design and Management) Regulations – CDM
  • COSHH
  • Relevant disability and accessibility requirements

Qualifications

Candidates should hold a minimum of:

  • HNC in Building Studies, Construction or an equivalent building-related qualification

Relevant professional membership is also required, such as:

  • RICS
  • CIOB
  • CIEH
  • CABE
  • IOSH
  • Or another relevant professional body
