Location: Peterborough, to cover Cambridgeshire, Bedfordshire, Lincolnshire, Sussex and Norfolk

Responsibilities:

  • Lead the full project lifecycle, including programme development, stakeholder engagement, project delivery, financial performance and successful handover.
  • Oversee an annual portfolio of projects, ensuring delivery against agreed budgets, timescales and performance targets while maintaining a strong focus on safety, quality and customer satisfaction.
  • Manage financial performance of the Billable Works programme, with effective budget management, commercial oversight and proactive risk and opportunity management.
  • Contribute to future works programmes using asset condition data, operational requirements and strategic priorities to shape investment decisions and long-term planning.
  • Ensure projects are appropriately scoped, specified, procured and managed with clear governance and robust controls at every stage.
  • Lead the delivery of complex and high-profile projects, ensuring compliance with legislation, industry standards, JSP requirements, CDM Regulations, asbestos management and other Health & Safety legislation.
  • Serve as the key point of contact for clients, DIO representatives, contractors and internal teams, providing regular progress updates, managing expectations and resolving issues.
  • Drive continuous improvement across the Billable Works function, identifying opportunities to enhance project delivery, commercial performance, supply chain capability and introduce innovative approaches.
  • Focus on sustainability, identifying opportunities to reduce carbon emissions and support wider environmental objectives throughout project lifecycles.
  • Motivate and develop project teams, creating a supportive environment that encourages accountability, collaboration and high performance.
  • Travel to approximately 12 sites across all listed counties.

Qualifications and Experience:

  • Substantial experience managing construction, infrastructure or facilities management projects in a complex operational environment.
  • Strong understanding of contract delivery, commercial management and stakeholder engagement.
  • Excellent knowledge of project management principles, construction practices, and Health, Safety and Environmental compliance requirements.
  • Experience managing projects from initial concept through to completion.
  • Strong understanding of budget management, commercial controls and project governance.
  • Effective leadership skills, ability to motivate teams, manage contractors and build strong working relationships.
  • Strong communication, problem-solving and decision-making skills, with the ability to balance competing priorities.
  • Commercial awareness, customer focus and commitment to delivering high-quality outcomes.
  • Experience in construction, facilities management, defence infrastructure or similarly regulated environments is highly advantageous.
  • Confidence using Microsoft Office applications and project management systems such as Maximo, with the ability to analyse performance data and provide meaningful reporting.
  • Ability to obtain and maintain SC Clearance.
