About the Role
The Built Estate Manager plays a critical leadership role in overseeing the effective, compliant, and timely delivery of maintenance and response works across a defined estate. This position ensures adherence to statutory legislation, Ministry of Defence (MoD) mandatory requirements, and VIVO’s internal standards for Health, Safety, and Environmental compliance. With a strong technical background and operational focus, the Built Estate Manager ensures that all work is executed safely, efficiently, and to the highest standards of quality and customer satisfaction.
In this role, you will be responsible for coordinating and monitoring the performance of supply chain partners to ensure suitably qualified and experienced operatives are deployed to the right tasks. You will ensure that all personnel are properly equipped and trained to meet the technical demands of the job, maintaining full compliance with JSP 375 and other MoD‑mandated standards. As part of your operational duties, you will oversee the completion and quality of Risk Assessments and Method Statements, ensuring these documents meet an acceptable standard and that all works are recorded accurately within the Maximo asset management system.
You will take ownership of site‑level safety, working closely with Mobile Authorised Persons to ensure compliance with JSP 375, particularly in relation to working at height, confined spaces, asbestos management, and legionella control. You will act as a focal point for the practical implementation of safe systems of work, supporting the delivery of both Billable Works and planned maintenance while continuously improving safety culture and operational performance.
The role requires active management of site risk registers and the timely escalation of any defects or non‑conformities identified during inspections. You will contribute to regular risk meetings, help reduce corrective actions, and maintain detailed records of your activities and training in accordance with MoD and company policy. In line with the MoD’s carbon reduction targets, you will identify and promote opportunities to improve environmental sustainability and energy performance across the estate.
Commercial management will form a significant part of your responsibilities. You will ensure strict adherence to contractual requirements, internal quality procedures, and financial controls. This includes the management of local budgets, forecasting, and cost reporting to ensure value for money and profitability. You will monitor supplier performance, oversee milestone payments, and make informed commercial decisions that support operational efficiency and financial performance. As a key representative of VIVO, you will collaborate with stakeholders to develop and maintain estate plans, proactively supporting long‑term asset management and lifecycle planning.
As a people leader, you will provide visible direction and support to operational managers, engineers, and technical teams, ensuring effective performance management and professional development across your area of responsibility. You will act as a single point of contact (SPOC) for client representatives, providing technical support and advice to the Defence Infrastructure Organisation (DIO), Heads of Establishment, and end users. Building and maintaining strong, collaborative relationships with all stakeholders will be central to your success, as will the ability to resolve customer issues swiftly and effectively.
You will also be responsible for leading a culture of accountability, safety, and professional excellence, ensuring that teams consistently meet performance indicators and contractual obligations. Your leadership will involve motivating staff through clear communication, coaching, and consistent feedback while fostering an inclusive and collaborative working environment.
What You’ll Bring
To succeed in this position, you must bring demonstrable experience in managing and supervising staff within construction, property maintenance, or a related field. You will have proven capability in leading operational teams, managing safe systems of work, and ensuring compliance with relevant legislation and standards. Strong planning, problem‑solving, and decision‑making skills are essential, alongside the ability to manage competing priorities and deliver results under pressure.
A deep technical understanding of construction and property maintenance processes is required, supported by a solid grasp of risk management, cost control, and performance monitoring. Experience in MoD environments and familiarity with CDM Regulations, the Asbestos at Work Act, and energy and sustainability practices will be highly advantageous.
The ideal candidate will hold an HND‑level qualification in Electrical or Mechanical Engineering, or an equivalent level of professional experience, along with relevant safety training and management‑level health and safety qualifications such as SMSTS. Strong IT literacy, including proficiency with Excel, Word, and asset management systems like Maximo, is essential.
Behaviourally, you will demonstrate strong communication and relationship‑building skills, with the ability to influence both internal and external stakeholders effectively. You will lead by example, maintaining high standards for quality and compliance while motivating your team to perform at their best. You will also show resilience and adaptability in a dynamic environment, consistently striving for excellence and continuous improvement across all aspects of service delivery.
