In this role, the Billable Works Manager is responsible for overseeing and delivering Billable Works. This includes ensuring that all works are executed in line with Joint Service Publication (JSP) 375, meeting technical, regulatory, and safety standards. A critical element of the role is providing expert technical support and guidance to Defence Infrastructure Organisation (DIO) representatives and Heads of Establishment (HoE), while also working closely with Authorised Persons (APs) to ensure compliance with statutory and MOD-specific safety regulations.
The Billable Works Manager carries out specific duties such as acting as Temporary Works Coordinator and fulfilling the roles of CDM Principal Designer and Principal Contractor, depending on the project scope. A proactive approach is expected in identifying opportunities for energy efficiency improvements across the site and initiating relevant projects through the drafting and submission of Statements of Need (SONs). The role also encompasses compliance responsibilities, including effective management of FGas and waste regulations.
Customer engagement is a significant aspect of the position. The Billable Works Manager supports the Line Manager by delivering optimal, client-focused solutions and often acts as the single point of contact for end-user queries and resolutions. A strong understanding of the operational priorities of each establishment and the role of the HoE is necessary to ensure that all support aligns with broader strategic objectives. The Billable Works Manager will be responsible for drafting SONs to meet maintenance, sustainability, or change-related requirements and will handle customer complaints professionally, ensuring they are addressed in a timely and effective manner.
Regular reporting on progress to both internal and external stakeholders is also required.
Operationally, a clear understanding of the organisation’s mission, structure, and objectives is expected, enabling the Billable Works Manager to align their efforts with regional and strategic goals. They should be capable of interpreting and applying relevant policies and procedures and provide accurate, informed advice to colleagues and clients alike.
In terms of leadership and management, the Billable Works Manager trusts and supports Service Partners, provides guidance rather than directives, and offers mentoring and coaching where appropriate. What You’ll Bring
Professionally, the role demands a solid foundation of experience in project management within repairs and refurbs, specifically under MOD frameworks. Applicants should have a strong working knowledge of the Construction (Design and Management) Regulations, asbestos legislation, energy performance and sustainability practices, and waste management protocols. Familiarity with MOD operating environments is essential.
Candidates should possess an ONC/BTEC level qualification in a mechanical or electrical engineering discipline or be able to demonstrate equivalent experiential learning. Ongoing technical training is important, particularly in areas like asbestos and legionella awareness, fire safety, and first aid. Desirable qualifications include SMSTS or an equivalent health and safety credential, experience using CAFM systems, strong IT skills, and a working knowledge of energy-saving methodologies. A full driving licence is also advantageous due to the nature of site responsibilities.
The role requires a proactive and collaborative mindset, with the ability to engage constructively with colleagues and stakeholders at all levels.
