About the Opportunity
We are seeking an experienced property professional to support a local authority on a temporary basis, with a primary focus on the disposal of non-residential property and land assets. The successful candidate will provide expert advice throughout the disposal process, helping to maximise value while ensuring compliance with relevant legislation and organisational policies. In addition to asset disposals, there may be opportunities to assist with property acquisitions, lease renewals, and rent reviews as part of the wider commission.
Key Responsibilities
- Advise on the most appropriate disposal strategy, including sale, lease, auction, tender, or transfer.
- Undertake or commission property valuations.
- Assess market values and estimate disposal receipts.
- Prepare assets for disposal and ensure readiness for market.
- Manage marketing, bids, and offers throughout the disposal process.
- Negotiate heads of terms and contractual arrangements.
- Liaise with internal and external stakeholders, including legal representatives, agents, and prospective purchasers.
- Prepare reports and present recommendations to key decision-makers.
- Instruct solicitors and oversee legal progression through to completion.
- Ensure all disposals comply with relevant legislation, planning requirements, governance procedures, and organisational policies.
- Manage completion activities, including updating and removing assets from property and asset management systems.
Additional Property Responsibilities (Potential)
- Support property and land acquisitions.
- Undertake lease renewals and rent reviews.
- Provide general property and estate management advice as required.
Ideal Candidate Profile
- Significant experience in commercial property, estate management, asset disposals, or land transactions.
- A strong understanding of valuation principles and disposal strategies.
- Experience working within the public sector and/or local government property environment.
- Excellent negotiation and stakeholder management skills.
- The ability to manage multiple transactions simultaneously and work independently.
- Membership of the Royal Institution of Chartered Surveyors (RICS) or an equivalent professional qualification is desirable.
Working Arrangements
The successful candidate will be expected to spend the majority of their working time within Norfolk, working closely with the property team and key stakeholders. Flexible and part-time working arrangements will be considered for suitable candidates.
