Lincolnshire is entering a critical phase of local government reorganisation, and we're supporting the delivery of the change programme that will shape the new authority. We're looking for an experienced interim Programme Manager to drive momentum across key workstreams and keep delivery on track through to vesting.

The role:

  • Lead delivery of one or more LGR workstreams, managing plans, dependencies, risks and milestones
  • Drive day-one readiness activity across services, systems and people
  • Work closely with senior officers, elected members and programme leadership to maintain pace and alignment
  • Manage the target operating model (TOM) design and implementation within your area
  • Provide clear, board-level reporting through the PMO and escalate blockers early

What we're looking for:

  • Proven programme/project delivery within local government, ideally on LGR, transformation or large-scale change
  • Strong grasp of shadow authority and vesting day requirements
  • Confident stakeholder management up to CEO/s151/Monitoring Officer level
  • MSP and/or PRINCE2 desirable; PMO and workstream leadership experience essential
  • Available at short notice for a 6-month engagement

Candidate Profile:

  • Experience delivering complex transformation or change programmes within local government or the public sector.
  • Strong understanding of council governance and organisational change.
  • Excellent programme coordination, reporting, and stakeholder management skills.
  • Ability to operate confidently in politically sensitive environments.
  • Strong organisational skills with the ability to manage multiple priorities at pace.
  • Experience producing reports and governance documentation for senior audiences.
