A Devon-based Council is seeking an experienced Interim Health & Safety professional to lead the development and implementation of a new Health & Safety system within its Waste Services function for 3-6 months. This is a hands-on role focused on creating a practical, frontline-operational system that is fit for purpose and successfully delivered by mid-September. The successful candidate will need to understand the realities of operational environments and build a system that works for teams on the ground, not just on paper.

This opportunity would suit someone with strong experience operating within logistics, fleet, transport, depot, or similar frontline operational environments where vehicles, operational teams, and workforce safety are central to day-to-day activity.

Key Responsibilities
  • Lead the development and implementation of a new Health & Safety system within Waste Services
  • Create practical and operationally effective processes suitable for a frontline environment
  • Work closely with operational teams and stakeholders across the service
  • Ensure systems, procedures, and controls are embedded and ready for implementation by mid-September
  • Support operational teams through implementation and transition phases
  • Provide practical Health & Safety guidance within a depot-based and fleet-led environment
Essential Experience & Skills
  • Demonstrable experience implementing Health & Safety systems within frontline operational environments
  • Strong frontline Health & Safety experience within depots and fleet-based operational environments is essential
  • Experience working in environments involving vehicles, fleets, operational staff, and depot-based services
  • Ability to develop practical, fit-for-purpose systems that work in real-world operational settings
  • Strong stakeholder engagement skills with the ability to work effectively with operational teams
Qualifications – Essential
  • CMIOSH status, or
  • NVQ Level 6 in Occupational Health & Safety with IOSH/NEBOSH accreditation, or
  • A Master's degree accredited by IOSH or NEBOSH
Desirable Experience
  • Experience within logistics, transport, fleet, manufacturing, utilities, or similar operational sectors
  • Waste management experience would be beneficial but is not essential
  • Public sector or local authority experience is not required
Working Arrangement
  • Initially, site attendance is expected to be approximately 1–2 days per week
  • There will be a period around mid-September where increased on-site presence will be required (approximately 4 days per week) to support final implementation and completion activities
