Currently working with an Essex based Council's Housing & Property Operations team, the Compliance Gas & Water Officer will support the Compliance Manager in delivering a safe, accurate and customer-focused compliance service across Council housing assets.

This role is initially for 12 months and will need to be based on site for a rate of £450 per day (inside IR35).

The role provides technical and operational support across gas, heating, hot water, water hygiene and mechanical compliance, including inspections, contractor monitoring, performance reporting, risk management and supervision of two inspectors.

Key responsibilities include

  • Supporting statutory and regulatory compliance across gas, heating, hot water, water hygiene and associated mechanical services.
  • Providing technical advice to colleagues, residents, contractors and stakeholders.
  • Coordinating and supervising two inspectors, including inspection allocation, quality checks, records and escalation of issues.
  • Monitoring contractor performance, completed works, variations, KPIs and compliance with contractual and technical standards.
  • Undertaking pre- and post-inspections, site surveys, quality inspections and technical checks.
  • Reviewing specifications, schedules of work, drawings, RAMS and contractor documentation.
  • Supporting compliance with Gas Safety Regulations, Building Regulations, HSG274, CDM 2015, British Standards and relevant legislation/guidance.
  • Identifying defects, trends, compliance risks and opportunities for value for money.
  • Supporting planned maintenance, refurbishment, investment and project works relating to heating, hot water, water hygiene and mechanical systems.
  • Maintaining accurate compliance records and producing reports, inspection records and technical information.
  • Supporting health & safety, risk management, safeguarding, data protection and Council policies.

The experience you will bring

  • Experience in a comparable gas, water compliance, social housing, public sector or water hygiene role.
  • Experience of inspections, contractor performance management, KPI reporting, payment verification and ensuring works meet safety, quality, programme and contractual requirements.
  • Knowledge of measured term contracts, partnering arrangements and project-based works.
  • Strong technical knowledge of gas and water compliance, schedules of rates, technical drawings, CDM 2015, risk management and contractor compliance.
  • Relevant ACS qualifications, equivalent to NVQ Level 4, including CCN1, CENWAT, CPA1 and CKR1.
  • Commercial Gas ACS experience/qualifications such as CIGA1, TPCP1A, CORT1, CODNCO1, COCN1, CDGA1 and ICPN1.
  • Water Regulations qualification and Legionella awareness/duty-holder training, or equivalent experience.
  • Knowledge of heat metering and HNTAS compliance.
  • Basic competence in electrical systems
