Business Rates Manager

Overview

We are seeking an experienced Business Rates Manager to lead and oversee the delivery of our Business Rates service on a remote basis. This role requires strong technical expertise, proven leadership capability and hands-on experience of Civica Open Revenues.

The Role

You will be responsible for the effective management of the Council\’s Business Rates function, ensuring accurate billing, strong collection performance, statutory compliance and high standards of customer service. Working remotely, you will provide professional leadership, performance oversight and technical guidance to the team.

Responsibilities

• Lead and manage the Business Rates service, ensuring the accurate administration of accounts
• Maximise collection and recovery in line with legislation and council policy
• Provide expert advice on Business Rates legislation, reliefs and exemptions
• Oversee recovery processes, including enforcement activity where appropriate
• Manage performance, KPIs and service delivery remotely
• Ensure effective use of Civica Open Revenues for billing, recovery, reporting and compliance
• Liaise with the Valuation Office Agency and other external partners
• Support audits, year-end processes and statutory returns
• Contribute to service improvement and transformation initiatives

About You

You will have:

• Substantial experience managing a local authority Business Rates service
• Strong working knowledge of Business Rates legislation and recovery processes
• Proven experience using Civica Open Revenues (essential)
• Experience leading and supporting teams in a remote or hybrid environment
• Strong analytical, organisational and communication skills
• Ability to work autonomously and deliver results remotely
