About the Role

We are seeking an experienced Quantity Surveyor to join our Commercial team in Crawley. This is a key role responsible for the commercial and contractual management of contracts across infrastructure projects, ensuring delivery in line with requirements, budgets, and risk controls, while protecting Vision Survey's commercial position. The ideal candidate will be a chartered professional with a minimum of five years' experience on the contractor side of infrastructure projects. They will bring proven expertise managing NEC contracts, strong commercial judgement, and the ability to work collaboratively with project teams and clients whilst maintaining rigorous contractual compliance.

Key Responsibilities

  • Commercial Management and Contract Administration
    • Administer contracts, including NEC4 ECC, ECS, PSC and bespoke forms
    • Ensure compliance with contractual procedures, notices, and timescales
    • Support commercial management of the Accepted Programme
    • Maintain auditable contractual and commercial records
  • Compensation Events and Change Control
    • Identify, notify, manage, and assess Compensation Events in accordance with clause 60
    • Prepare and assess quotations including Defined Cost, risk allowances, and programme impact
    • Ensure Early Warnings are raised and managed in line with clause 15
    • Support negotiation and agreement of Compensation Events
  • Payment and Cash Flow Management
    • Prepare applications for payment in line with payment schedules
    • Ensure compliance with the Construction Act payment regime
    • Monitor cash flow, Defined Cost recovery, and disallowed cost risk
  • Subcontract and Supply Chain Management
    • Prepare tender documents, analyse returns, and support procurement
    • Draft, review, and administer subcontracts and purchase orders
    • Assess and certify subcontractor applications for payment
    • Issue Payment Notices and Pay Less Notices in accordance with the Construction Act
    • Ensure appropriate flow-down of main contract obligations
    • Manage subcontract payments, variations, and final accounts
  • Cost Control and Forecasting
    • Prepare forecasts and cost reports
    • Identify and mitigate commercial risks and opportunities
    • Maintain commercial risk registers
  • Stakeholder and Client Interface
    • Liaise with Project Managers, clients, and supply chain partners
    • Support a collaborative culture while protecting Vision's commercial interests
    • Manage final assessment processes and close out Compensation Events and commercial matters

Skills, Knowledge and Expertise

Essential Requirements:

  • Minimum five years' experience in the infrastructure sector on the contractor side
  • Proven experience managing NEC3 and NEC4 contracts
  • Strong understanding of Compensation Events, Early Warnings, and Defined Cost
  • Experience issuing Payment Notices and Pay Less Notices
  • Chartered membership of a relevant professional body (RICS, CIOB, or ICES)
  • Degree in Quantity Surveying, Commercial Management, or a related construction discipline
  • Strong commercial judgement and analytical skills
  • Excellent communication and stakeholder engagement abilities
  • Proficient in Microsoft Excel and commercial reporting

Desirable:

  • Experience working on aviation infrastructure projects
  • Familiarity with site surveys or site investigation works
