Business Leadership
- Work with the Regional Commercial Director to ensure the right resource is available at the right time including anticipation of future years including succession planning.
- Support and react positively to organisational change.
- Provide commercial expertise to support the Region.
- Identify areas of non/low performance and propose suitable rectification measures.
- Ensure that VINCI commercial processes and procedures are implemented across all relevant projects. Monitor / Audit as appropriate.
- Liaise with Legal and Insurance departments where necessary.
- Propose areas of development of the commercial processes and procedures to ensure consistency across the commercial function.
- Contribute commercial input in Regional meetings.
- Support the delivery of the Regional Business Plan.
- Ensure commercial compliance with VINCI Authorization Matrix across the Region.
Tendering and Pre-Contract Activities
- Propose commercial strategy for tenders and provide commercial support to tendering process when required.
- Prepare commercial reports for tenders when required.
- Ensure the terms of engagement for all tenders are followed.
- Contribute to contract negotiations with clients and adopt a major part in achieving satisfactory outcomes in terms of profit and customer satisfaction.
- Define accurately and concisely the commercial parameters of opportunities, ensuring they are in line with the business plan.

Start Up of New Projects
- Ensure project commercial start up procedures are implemented.
Procurement
- Ensure that materials and off-site services are procured in an efficient manner with capable organisations in accordance with VINCI procurement policy and ensure appropriate records are kept, and procedural compliance is adhered to.
- Ensure the VINCI supply chain pre-qualification process is adhered to on all projects.
- Ensure the basis of the project procurement schedule is prepared and ensure the project team contribute and complete their relevant sections.
- Ensure the delivery of subcontract procurement in accordance with the procurement schedule timetable and the VINCI procurement policy.
- Ensure the basis of work package contents sheets are prepared and ensure the project team contribute and complete their relevant sections.
- Ensure gap analysis between packages is carried out to ensure full and complete subcontract procurement takes place.
- Ensure inclusive invitations to tender are prepared and full tender evaluations are completed.
- Make recommendations to award, all in accordance with the VINCI procurement process.
- Ensure the Subcontract Authorisations are completed and approve Subcontract Authorisations (SCA) in accordance with the VINCI procurement process.
- Work with supply chain to promote and measure continuous improvement in terms of cost, quality and learning of all parties, and ensure compliance with the supply chain strategy.

- Establish and maintain accurate and robust reporting structures and monitor resources and costs to ensure that projects meet and/or exceed targets.
Risk and Opportunity Management
- Identify project risks and opportunities early and ensure that they are managed, with risk and opportunity registers in use to minimise the risks and realise opportunities.
Change Control
- Ensure that change control procedures are in place on the projects and that all 'Change' is identified through regular and detailed reviews of construction information, measured against the contract requirements.
- Ensure that all 'Change' is challenged where the performance of the project could be affected.
- Ensure that the cost (time, and money) of all client 'Change' is recovered.
- Carry out early value engineering activities as part of the project team, ensuring all associated costs of change are included within the evaluation.
Programming and Project Controls
- Promote programming skills development and assist and provide advice on programmes regarding the contractual and commercial requirements to mitigate risk, and maximise opportunity.
Main Contract Administration
- Ensure that Main Contracts are correctly drafted and capable of execution by the business.
- Ensure documents are stored and available on the Contract Document Register.
- Ensure the project team understands the contractual relationships between the various parties and stakeholders, including the VINCI contractual obligations in relation to those interested parties, with particular emphasis to Conditions Precedent.
- Ensure that all necessary contractual notices are put in place, timely and accurately and in accordance with the VINCI contractual obligations.
Subcontract Administration
- Monitor and assist as required with the prompt resolution of final accounts, including settlement of variations, claims and disputes.
- Ensure all necessary subcontract notices are prepared accurately and issued on time.
- Ensure subcontract change control procedures are in place and adhered to.
- Ensure robust subcontract change control procedures are in place and adhered to.
