Victim Support is seeking an inspiring leader to join our Witness Service Mobilisation Team as the Head of Volunteering – Witness Service. In this pivotal fixed term role, you will lead the strategic development and operational delivery of the volunteering workstream during the Witness Service mobilisation, ensuring a diverse, skilled, and engaged volunteer workforce that enhances Witness Service delivery. You will develop and implement a volunteering strategy, update operational frameworks, manage risks, and champion diversity and equity goals. You\’ll also be responsible for engaging volunteers through the transition of the Witness Service, designing recruitment and onboarding strategies, and raising the profile of volunteers both internally and externally.

The role is full-time, flexible working available, fixed term until 31 March 2026.

About the Role

The role involves working with sensitive and potentially traumatic subject matter and Occasional travel to attend meetings will be required.

As Witness Service Head of Volunteering, you will:

  • Create and deliver a Witness Service mobilisation plan delivering the mobilisation project outcomes within the Witness Service volunteering strand.
  • Develop and implement a volunteering strategy aligned to organisational and mobilisation priorities inclusive of diversity and equity goals.
  • Update operational frameworks and formal volunteer policies.
  • Manage risks and issues related to volunteering.
  • Communicate and engage with volunteers regarding the transition to Victim Support.
  • Design and implement recruitment and onboarding strategies reflecting community diversity.
  • Lead and manage the volunteering mobilisation team, providing strategic direction, coaching, and development.
  • Collaborate with senior leaders and operational teams to embed volunteering into service delivery and organisational culture.
  • Provide expert leadership and advice on volunteer management practices, policies, and systems.
  • Represent the Witness Service Mobilisation externally to promote volunteering and build strategic partnerships.
  • Oversee volunteer engagement initiatives, including recognition programmes and forums.
  • Provide regular reports to governance boards and senior leadership teams on progress, challenges, and volunteer metrics (recruitment, retention, training completion)

You will need:

  • Proven experience in developing volunteer strategies
  • Experience in data analysis and impact reporting
  • Expertise in designing and delivering diverse volunteer management, systems and policies
  • Strong leadership and stakeholder management skills
  • Budget management and financial accountability
  • Knowledge of the funding landscapes, and regulatory frameworks
  • Emotional intelligence, empathy, and the ability to influence and inspire
