What you'll do

The Spectrum Insights & Access Strategy Lead provides the organisation with a strategic, forward-looking understanding of spectrum-related risks, opportunities, and competitive dynamics across all ANTS markets. Reporting directly to the VP, the role interfaces into the Regulatory and Market Access teams and analyses global spectrum positions, monitors competitor activity, anticipates policy developments, and collaborates/shapes the angles that regulatory teams should pursue. This person ensures the business has a clear view of spectrum threats, market-access implications, and long-range policy trends, translating them into actionable insights that steer product strategy, investment decisions, and external engagement priorities.

The day-to-day

  • Maintain a comprehensive view of competitor spectrum holdings, filings, auctions, licensing movements, refarming activity, and regulatory positioning.
  • Develop forward-looking analyses of competitor strategies, including spectrum acquisition pathways, potential partnerships, and anticipated regulatory plays.
  • Produce quarterly deep-dives on industry spectrum strategy, highlighting implications for ANTS.
  • Identify which policy issues matter most to ANTS and work with the Regulatory and Market Access teams to shape the priorities and angles to pursue.
  • Support the Regulatory teams in their positioning of ANTS in responses to regulators.
  • Track global and national policy developments affecting NTN, LEO, and mobile-satellite services, including WRC processes, cross-border coordination debates, and national licensing trends in key markets.
  • Provide early warnings and risk management plans on policy risks, threats to spectrum positions, or shifting market-access conditions.
  • Maintain a consolidated view of all regulatory work streams across the business group, identifying gaps, overlaps, and strategic opportunities.
  • Work with the regulatory, engineering, product, and commercial teams to ensure spectrum-related constraints and opportunities are reflected in roadmaps and investment decisions.
  • Translate policy and spectrum information into business-relevant insights for senior decision makers.
  • Run scenario modelling on spectrum availability, auction outcomes, interference conditions, refarming, and competitor regulatory strategies.
  • Develop strategic recommendations for product strategy, constellation planning, and market-access priorities.
  • Support long-range planning, including forecast adjustments based on policy and spectrum evolution.
  • Track relevant industry bodies and alliances (GSMA, CEPT, ECC, ITU, aviation/maritime rulemaking groups), working with internal teams around the business.
  • Build a network of external experts, data sources, and intelligence providers to strengthen internal insight.
  • Produce concise, high-quality monthly and quarterly spectrum and policy insights reports for senior leadership.
  • Prepare strategic briefings and decision papers that clearly articulate risks, opportunities, trade-offs, and recommended actions.
  • Maintain an accessible knowledge base of spectrum insights, filings, policy developments, and competitor intelligence.

Experience and Capabilities

  • 7+ years’ experience in spectrum strategy, telecom policy, competitive intelligence, spectrum analytics, or related technology sectors.
  • Strong understanding of mobile-satellite services, terrestrial mobile spectrum frameworks, and global spectrum policy landscapes.
  • Proven ability to analyse competitor spectrum strategy and interpret regulatory filings, auctions, and policy moves.
  • Skilled in scenario modelling and translating complex policy or technical issues into commercial and strategic implications.
  • Excellent written communication and synthesis skills; able to produce punchy, executive-ready insight products.
  • Strong stakeholder skills, with experience engaging across regulatory, engineering, strategy, product, and commercial teams.
  • Able to operate as a senior individual contributor, comfortable working independently while influencing senior stakeholders.
  • Familiarity with WRC/ITU processes, national licensing frameworks, or cross-border coordination issues (advantageous but not essential).

  • Clear understanding of competitor spectrum positions and policy risks injected into senior decision-making.
  • Interlock in place between what ANTS needs to enable its mission on the regulatory/spectrum front and what the Regulatory and Market access team deliver.
  • Quarterly spectrum and competitor insights reports consistently used by the product, strategy, and regulatory teams.
  • Visibility of all regulatory and policy work streams with priority recommendations for where the business should focus.
  • Early identification of key policy threats or opportunities affecting market access and spectrum position.
  • Strengthened alignment between product/engineering and regulatory on constraints, risks, and opportunities.
  • Recognised as the “single source of truth” for strategic spectrum and policy intelligence across ANTS.
