The PA reports directly to the HBPC Program Director. The scope of practice includes diagnosis and treatment authority, prescribing privileges for drugs, devices, tests and procedures, as well as referral authority. The PA serves as an advocate for patients, addressing their physical and psychological needs.
Qualifications

- Proficiency in spoken and written English.
- PA‑III grade requirements:
- Experience and education: The PA must be at the full performance level, lead and organize patient care independently, work within multidisciplinary teams, and coordinate all aspects of patient care across the health care system.
- Advanced clinical knowledge and judgment in decision‑making and evaluating outcomes.
- Expertise in clinical practice and/or related areas; may serve as a mentor for transitioning PAs and provide training for health care students.
- Knowledge, Skills, and Abilities (KSAs) to demonstrate full performance level:
- Three years of successful practice as a PA; OR
- Successful completion of a PA post‑graduate residency program sponsored by VHA Office of Academic Affiliations or other accredited programs AND one year of professional practice; OR
- AA doctoral degree in a health‑related field from an accredited college or university recognized by the U.S. Department of Education AND one year of professional practice.
- Preferred: Experience working in primary care.
- Physical requirements: Lifting up to 35 lbs intermittently; carrying 15‑35 lbs; pulling, pushing, standing, walking, kneeling, and repeated bending as needed.
Duties
- Assume primary medical responsibility for assigned patients in their homes.
- Deliver care and assess the care needs of patients and caregivers.
- Identify medical problems and define medical management plans.
- Prescribe medications and treatments within scope of practice, using the VA formulary (excluding controlled substances in Schedules I‑II).
- Determine when to consult subspecialties or refer patients to VA or external facilities for additional evaluation.
- Participate in interdisciplinary care meetings to develop individual care plans for the patient panel.
- Write orders and prescriptions in accordance with federal and state law and VA policy.
- Develop and implement HBPC processes for continuous performance improvement and collect data for team reports.
- Coordinate referrals and evaluate veterans at the DC VA Medical Center and through private sector services.
- Respond to patient inquiries regarding care and treatment.
- Other administrative duties as needed.
- In life‑threatening situations where a physician is not immediately available, the PA may initiate CPR, acute respiratory failure treatment, life‑saving trauma care, and, if ACLS certified, advance cardiac life support.
Work schedule: Monday–Friday 7:30 am–4:00 pm, 8:00 am–4:30 pm, or 7:00 am–5:30 pm with possible duty changes.
