We are seeking an experienced NEC4 Project Supervisor to support a major marine port upgrade project at Holyhead. This is a full-time, site-based role, acting as a general supervisory resource across multiple concurrent works, surveys, and investigations.
The successful candidate will operate as the named NEC Supervisor, overseeing contractor compliance, quality, inspections, defect management, and health & safety across the project. Marine experience is essential, alongside strong civils and infrastructure expertise.
You will be responsible for managing and coordinating a senior site team while ensuring works are delivered in accordance with NEC contract requirements, technical specifications, and regulatory standards.
Key Responsibilities- Contract Compliance
- Act as the named NEC Supervisor under the NEC4 contract.
- Ensure all works comply with contract terms, technical specifications, drawings, and approved methodologies.
- Review and interpret contract documentation to verify contractor compliance.
- Advise the Project Manager on contractual, technical, and compliance-related matters.
- Monitor contractor adherence to approved methods, standards, and specifications.
- Inspection & Testing
- Carry out regular and ad-hoc inspections of works, materials, and workmanship.
- Witness and validate key site tests, including materials, structural, and system testing.
- Review test results, certificates, and inspection records for accuracy and compliance.
- Identify and manage non-conformances, ensuring corrective actions are implemented promptly.
- Defect Management
- Identify, record, and issue defect notifications in accordance with NEC procedures.
- Maintain and manage an up-to-date defect register.
- Track remedial actions through to completion and verify close-out.
- Support dispute resolution by providing clear records, evidence, and technical input.
- Health, Safety & Environment (HSE)
- Monitor contractor compliance with health, safety, and environmental requirements.
- Report unsafe practices or site conditions and ensure corrective action is taken.
- Participate in safety audits, toolbox talks, and HSE meetings.
- Promote a strong safety culture and ensure environmental controls are implemented in line with regulations and project requirements.
- Documentation & Reporting
- Maintain accurate site records including daily diaries, inspection logs, photographs, and test documentation.
- Prepare clear and timely reports on quality, compliance, progress, and issues.
- Ensure all records are managed in line with NEC and project document control procedures.
- Stakeholder & Team Liaison
- Act as a key interface between the contractor, client, designer, and wider project team.
- Attend site and progress meetings, supporting collaborative problem-solving.
- Manage and coordinate senior site personnel to ensure consistent quality and compliance.
- Continuous Improvement
- Identify opportunities to improve quality, processes, and site practices.
- Capture and share lessons learned across the project team.
- Support the use of digital tools and innovative approaches to site supervision and reporting.
- Degree (or equivalent) in Civil Engineering, Construction Management, or a related discipline.
- Minimum 10 yearsβ experience in a supervisory role (NEC Supervisor, Clerk of Works, or similar).
- Strong working knowledge of NEC contracts, particularly NEC4 ECC / PSC.
- Proven marine and/or port infrastructure experience (essential).
- Extensive experience delivering civils and infrastructure projects.
- Valid CSCS card and relevant safety certifications.
- Excellent communication, reporting, and stakeholder management skills.
- High attention to detail with strong organisational capability.
