A leading integrated waste management group is launching a new waste-to-energy (WTE) venture and is seeking a seasoned Technical Waste-to-Energy Project Manager to lead a major government bid. The initial engagement will be as a consultant focused on the bid phase, with a clear intention to convert this into a full-time leadership position if the bid is successful. This role is highly visible within the organisation and will be instrumental in shaping a flagship project and the broader WTE platform.

Given the specialist nature of the work, the company is specifically seeking an experienced expatriate with deep technical and project delivery credentials in waste-to-energy.

Key Responsibilities
  • Lead the technical workstream for a major government WTE bid, providing expert input across design, engineering, construction methodology, and operations.
  • Own the end‐to‐end project lifecycle from a technical and project management perspective: conceptual design, feasibility, detailed design, development, execution, construction, commissioning, and operations readiness.
  • Coordinate and challenge engineering consultants, EPC contractors, OEMs, and other third parties to ensure robust technical solutions, risk mitigation, and commercial competitiveness.
  • Develop and review key bid documents, including technical proposals, scope definitions, execution plans, construction schedules, risk registers, and O&M strategies.
  • Provide clear, data‐driven recommendations to senior management and leadership on technology choices, plant configuration, and delivery models.
  • Interface closely with internal stakeholders (finance, legal, commercial) to align technical assumptions with financial models, contracts, and risk appetites.
  • Represent the company as the technical authority in discussions with partners, government stakeholders, and potential JV collaborators, as required.
  • Post-award (subject to bid success), transition into a full-time role leading technical delivery through construction and into operations, building and mentoring the core WTE project team.
  • Establish and implement best‐practice standards for safety, quality, environmental compliance, and performance monitoring across the project lifecycle.
Candidate Profile
  • Minimum 15 years of experience in large-scale infrastructure projects, with a strong focus on waste-to-energy or closely related thermal power/energy-from-waste assets.
  • Proven track record as a Project Manager or Technical Lead on at least one major WTE project, ideally from early design through construction and into operation.
  • Deep technical understanding of WTE technologies and systems (e.g., mass-burn incineration, advanced thermal conversion, flue gas treatment, balance of plant, grid connection, and emissions control).
  • Demonstrated experience managing multidisciplinary teams (engineering, construction, commissioning, operations) and coordinating EPC / OEM stakeholders.
  • Strong familiarity with government or public-sector bids, PPPs, or similar procurement structures is highly advantageous.
  • Comfortable operating as a hands-on expert in a lean, entrepreneurial environment while also engaging credibly with C‐level stakeholders.
  • Excellent written and verbal communication skills, with the ability to distill complex technical issues into clear recommendations for non-technical decision-makers.
  • High level of professional integrity, discretion, and judgment; able to operate within a strictly confidential search and project environment.
Location and Working Arrangement

The role relates to a Philippines-based WTE project, but the company is open to a fully remote arrangement during the bidding phase. Relocation to the Philippines or increased on-site presence can be discussed if the project is awarded and moves into execution. This flexibility is intended to make the opportunity more attractive to candidates currently employed in senior roles elsewhere. Final working arrangements will depend on project needs and leadership preference.
