We are recruiting on behalf of Liverpool City Council for an experienced Programme Director to lead the delivery of the Transport for City Regions (TCR) capital programme. With a portfolio value of upwards of £168 million from 2027–32, this is a high-profile, high-impact leadership appointment within the Sustainable Transport, Highways & Parking service area.
You will take ownership of large-scale, complex and high-priority programmes and projects with individual values ranging from £5 million to £40 million, operating across THP governance, the Council's Corporate Governance framework, and Liverpool City Region Combined Authority (LCRCA) reporting structures.
What You'll Be Doing
- Leading the efficient delivery of TCR programmes and projects across the full capital portfolio
- Ensuring best value, cost effectiveness and quality on behalf of the Council
- Managing and developing priority and high-profile transport schemes
- Adhering to and reporting within THP, Corporate and LCRCA governance frameworks
- Driving strategic direction and stakeholder engagement across complex programme environments
What We're Looking For
- Proven track record directing large-scale, multi-million pound capital programmes in transport or infrastructure
- Experience operating within local government or combined authority governance structures
- Strong stakeholder management and leadership capability at senior level
- Competency Level 3 with demonstrable programme management credentials
