The purpose of this interim leadership role is to provide decisive, hands-on leadership to stabilise and improve Grounds Maintenance services across the Council. The postholder will lead a structured plan–do–review approach, assessing the current operating model and driving improvements across service delivery, health and safety, workforce capability, and organisational culture.

This role combines strategic oversight with operational grip, requiring visible leadership on the ground to diagnose performance issues, implement practical solutions, and embed consistent standards. A key focus will be reviewing and optimising the Target Operating Model (TOM), strengthening core processes, and ensuring reliable, high-quality service delivery.

The right person will have direct and recent senior leadership experience in environmental services, operations, or related field and in-depth knowledge of grounds maintenance operations, standards, and delivery models, either within the context of Local Government or supply into Local Government clients. Experience of leading large-scale operational services in a complex organisation, and a proven track record of delivering service transformation and organisational change including experience of developing and implementing operating models (TOM) (Essential).
