Interim Head of Organisational Development

Based in London

Length: 3 months with possible extension

IR35 status: Inside

We're looking for an experienced Head of Organisational Development to lead the delivery of an ambitious people and organisational development agenda within a Local Authority. Working closely with senior leaders across the Council, you'll provide expert leadership in organisational development, learning and development, equality, diversity and inclusion (EDI), workforce development and apprenticeships.

Key Responsibilities of the Interim Head of OD:

  • Develop and deliver the Council's strategic Organisational Development and Workforce Development plans, aligned to corporate priorities and transformation programmes.
  • Lead and inspire the Organisational Development, Learning & Development, Equality, Diversity & Inclusion and Apprenticeship teams.
  • Provide strategic advice and thought leadership on organisational development, culture, organisation design, leadership development, employee engagement and workforce capability.
  • Drive initiatives that build an inclusive, high-performing and values-led organisational culture.
  • Lead the development, implementation and evaluation of learning and development programmes that build organisational capability.
  • Oversee employee engagement programmes and staff surveys, ensuring meaningful action plans are implemented.
  • Lead the delivery of the Council's Equality, Diversity and Inclusion action plans and Apprenticeship Strategy.
  • Develop performance measures and workforce analytics to evaluate impact and inform strategic decision-making.
  • Build strong relationships with senior leaders, managers, trade unions and external partners to influence and deliver organisational change.

Skills, experience and knowledge required of the Interim Head of OD:

  • You’ll be a strategic HR and Organisational Development professional with significant leadership experience in a large, complex organisation.
  • Extensive experience leading Organisational Development and Learning & Development functions.
  • Strong knowledge of contemporary organisational development, culture change, organisation design and workforce development.
  • Experience of developing and delivering strategic people and organisational development programmes.
  • A track record of leading organisational change and improving organisational performance.
  • Excellent project management and programme delivery skills.

Essential qualifications:

  • Degree level qualification or equivalent professional experience.
  • CIPD qualification (or equivalent professional experience).
