We are seeking an Interim Consultant (Water Hygiene) to join a local authority within the Housing & Communities Directorate, supporting the Housing Maintenance Team at a critical point in its compliance and service improvement programme. This role will support the Compliance Manager and act as the Responsible/Authorised Person, ensuring full compliance with statutory water hygiene and legionella requirements across social housing and corporate landlord buildings.
Start: TBC
Duration: 3 Months, Part Time (3 days per week)
Rate: Β£400 per day (inside IR35)
Location: Hybrid
Key Responsibilities:
- Act as the named Responsible/Authorised Person under ACoP L8, HSG 274, and relevant Health & Safety legislation
- Lead and manage legionella control measures and water hygiene compliance across all council-owned and managed properties
- Carry out gap analysis and site inspections to identify compliance issues and ensure remedial works address root causes
- Manage, monitor, and audit water hygiene and legionella control works, including PPM programmes
- Provide technical leadership and support to Housing Maintenance, Housing Management Services, and Corporate Landlord Services
- Oversee planned plant and equipment installations and upgrades
- Ensure statutory maintenance regimes are implemented and maintained in line with legislation and Approved Codes of Practice
- Manage training, competency, and qualification records for officers and operatives in line with ACoP L8
- Monitor contractor performance, health & safety compliance, and service delivery against KPIs and service standards
- Support service improvement initiatives, performance reporting, and operational planning
- Deputise for other responsible officers as required and support wider compliance and asset management objectives
Requirements:
- Proven experience leading water hygiene and legionella compliance across large social housing and corporate landlord portfolios
- Strong working knowledge of ACoP L8, HSG 274 (Parts 1β3) and relevant Health & Safety legislation
- Relevant qualifications such as BOHS P901 / P903, City & Guilds Water Hygiene Compliance Responsible Person, or equivalent
- Experience managing statutory compliance, contractors, and operational teams within a local authority or housing environment
- Strong communication skills with the ability to engage effectively with officers, operatives, contractors, and residents
