Interim Delivery Partnerships Manager based in London, hybrid working. Length: 3 months initially. IR35 status: Inside.
We are supporting a London Borough who are looking for an interim Delivery Partnerships Manager to lead on the successful delivery of new housing supply on council-owned land through alternative delivery models.
Key Responsibilities- Lead on working with development partners to ensure the delivery of high quality, well-designed, energy efficient new homes, maximising the provision of genuinely affordable homes.
- Lead on the preparation of any development agreements or land transfer activities required to deliver new affordable homes and ensure that these partnership arrangements safeguard the council's interests.
- Lead on the development of innovative models and processes to improve efficiency, value for money and increase volume of delivery of new homes.
- Work with colleagues across the council as well as external stakeholders and partners to unlock the potential of buildings, sites and assets to provide opportunities for new affordable homes.
- Lead on technical activities in relation to site appraisal and financial and viability modelling to maximise value for the council, using the new viability appraisal tool.
- Commission and manage technical consultants, agents, professional services and specialists required to deliver the quality service needed to support the delivery of new homes through development partnerships, adhering to the council's procurement rules and in line with the Council's Constitution and Financial Regulations.
- Ensure a pipeline of development opportunities for delivery through partnership approaches.
- Previous experience in a similar role within a Local Authority.
- Able to demonstrate significant experience of working in a management capacity in a housing development or related field, including management of residential development/construction contracts.
- Experience of working with developers and affordable housing providers in the delivery of new homes, preferably in a local authority setting, developing agreements for residential delivery, demonstrating commercial acumen and negotiating positive outcomes for residents.
- Experience of managing large complex development or regeneration programmes and the accompanying budgetary and regulatory responsibilities.
