Interim Monitoring Officer – URGENT START – Local Authority – Up to £1,000 per day umbrella – Remote Working – Initial 3 months+

Venn Group’s specialist legal team is currently working with a well-established Local Authority to recruit an Interim Monitoring Officer, with an URGENT START. This is an excellent opportunity for an experienced Governance professional to take on statutory responsibilities and lead the legal function within a supportive environment.

Overview

The Role

  • Position: Interim Monitoring Officer
  • Rate: Up to £1,000 per day umbrella
  • Duration: Initial 3 months with potential for extension
  • Working Arrangement: Remote working, occasional office presence preferred but not essential (meetings online)
  • Hours: Full-time and part time candidates will be considered

Responsibilities

  • Lead and manage the legal function of the Authority
  • Fulfil statutory Monitoring Officer duties under the Local Government and Housing Act 1989
  • Ensure the Council, officers, and elected Members act lawfully and uphold high standards of conduct
  • Advise on governance, constitutional matters, and decision-making processes
  • Oversee the Members’ Code of Conduct and ethical standards
  • Support committees and provide governance and standards advice to Members
  • Act as a key point of contact for probity, compliance, and governance matters
  • Liaise with external bodies and regulators as required

About You

  • Qualified Solicitor, Barrister, or Legal Executive with a current Practising Certificate
  • Proven experience fulfilling Monitoring Officer duties within Local Government
  • Strong knowledge of statutory governance, probity, and ethical frameworks
  • Experienced in advising elected Members and senior officers on complex governance matters
  • Confident in managing confidential and high-profile issues
