An exciting opportunity has arisen for an experienced Head of Highways Maintenance and Management to lead the strategic and operational delivery of highways services for a large public sector organisation.

Location: East of England (2–3 days per week in the office)

Rate: £600 per day (Umbrella, Inside IR35)

Contract: 6 months initially

This senior role will be responsible for overseeing all aspects of highways maintenance, including asset management, capital and reactive programmes, contractor performance, and stakeholder engagement. The successful candidate will play a key role in driving performance, ensuring compliance, and delivering customer-focused services in line with corporate priorities.

Key Responsibilities:
  • Lead and manage all highway maintenance functions to deliver an integrated, effective, and customer-focused service
  • Develop and implement strategic business plans to drive revenue, savings, and service innovation
  • Embed a culture of accountability, high performance, and continuous improvement
  • Provide performance management oversight for the delivery of highways programmes and services
  • Ensure capital and reactive works are delivered in line with the organisation’s Highways Asset Management Strategy and Plan
  • Oversee financial planning and management in line with corporate financial frameworks
  • Maintain effective communication with key external stakeholders, including local partners and statutory agencies
  • Provide elected members and leadership with clear, timely updates and insights on local highways activity
  • Ensure all commissioned works follow procurement and contract management requirements
  • Champion a strong health, safety, and wellbeing culture across all operations
