Head of Education Effectiveness
Location: Midlands Hybrid – 3 days Working From Home, 2 days onsite in office/schools
Duration: 3 to 6 months
Hours: Full-time, Monday to Friday
Rate: £650 – £700 per day Umbrella Inside IR35
Our client is looking for a strategic leader to provide oversight and challenge across Education Effectiveness for children aged 0–16. Reporting to the Assistant Director – Education, the role involves ensuring statutory responsibilities for school improvement are met, developing a sustainable system-led model in response to the changing educational landscape, and maximising resources to improve outcomes across schools and early years settings.
The postholder will work closely with the Inclusion Service, Children’s Social Care, and Early Help teams to ensure equitable opportunities for all children. This role supports delivery of the Council\’s Education Improvement Framework 2025–2028 and the council’s wider corporate vision.
Key Responsibilities:
- Develop and implement strategy, policy, and operational plans across Education Improvement Services
- Lead strategic business planning, resolving issues and driving service improvements
- Support school Governors to enhance board effectiveness and pupil outcomes within budget
- Design and deliver service objectives, including project scoping, risk assessment, and evaluation
- Lead multi-agency initiatives and collaborative projects, influencing medium- to long-term outcomes
- Provide senior leadership of a diverse workforce, promoting professional development
- Maintain accurate data systems for compliance, performance monitoring, and service evaluation
- Engage and influence stakeholders locally, regionally, and nationally to raise the service profile
- Advise leadership and Elected Members on strategy and policy, navigating political and organisational contexts
- Manage budgets effectively, prioritising resources amid constrained funding
Requirements:
- Significant senior leadership/management experience in education or strategic operations
- Experience influencing and building credibility with school leaders, multi-agency partners, and stakeholders
- Track record of delivering high-quality services, managing resources effectively, and leading change
- Experience across multiple education phases and collaboration with inclusion, social care, or early help services
- Ability to develop and implement strategic plans aligned with education improvement goals
- Strong leadership, team management, and change management skills
- Excellent interpersonal, communication, negotiation, and stakeholder management skills
- Understanding of relevant legislation, statutory requirements, and local/regional political context
- Analytical, planning, and problem-solving skills to manage complex and competing priorities
