We are seeking a Finance Manager to join a West Midlands based Local Authority, heading up the Children’s Finance Team within the Council’s Financial Operations Division and supporting the Financial Operations Division at a critical point in its service and financial planning programmes.

  • Start: TBC
  • Contract Length: 6 months+
  • Location: West Midlands (Hybrid)
  • Salary: £600 - £650 per day (Inside IR35)

Responsibilities

  • Work with the Directorate Leadership Team and Senior Leadership Teams to define, agree, and deliver service and financial priorities
  • Deliver corporate financial requirements in line with internal and external regulations and timescales
  • Lead the strategic budget process, manage forecasting, and ensure accurate reporting of Directorate budgets
  • Provide high-quality financial advice to Members, Senior Leadership, and Corporate Leadership Team
  • Manage and develop the service finance team, monitoring performance and supporting staff development
  • Ensure financial policies, processes, practices, and systems are effectively implemented and compliant with statutory requirements
  • Represent the Head of Financial Operations and Resources Directorate in internal and external forums
  • Support continuous improvement initiatives within Financial Operations

Requirements

  • Qualified Accountant (CCAB or CIMA) – CIPFA preferred.
  • Significant experience in local government finance, ideally within Children’s or Adults Social Care.
  • Experience leading financial teams to deliver tangible outcomes.
  • Strong technical knowledge of financial procedures, legislation, and statutory obligations.
  • Excellent communication, report writing, and stakeholder management skills.
  • Ability to manage competing priorities and provide high-level financial advice.
  • Proficient in Microsoft Office and local authority financial systems.
