We are looking for an experienced Head of Service for Street Scene and Leisure to manage and develop the Domestic & Commercial Waste Collection Services and Clean & Green Services and take responsibility for the procurement and management of external contractors related to all aspects of waste management and Clean & Green.
Key Responsibilities:
- Lead and develop Domestic and Commercial Waste Collection and Clean & Green Services, including parks and open spaces, street cleansing, arboriculture, burials and grounds maintenance
- Provide strategic leadership and operational management, including waste disposal contracts and the Household Waste and Recycling Centre (HWRC)
- Manage the HWRC in line with Environmental Permitting Regulations and site working plans
- Take overall responsibility for procurement and contract management across Waste and Clean & Green Services
- Develop, implement and maintain policies, procedures and strategies that meet regulatory requirements
- Control and monitor revenue and capital budgets, ensuring compliance with financial procedures and preparing annual budgets, capital programmes and funding bids
- Manage all service income streams, including HWRC, commercial waste, bulky waste and other internal and external customers
- Analyse performance data and customer feedback to improve service standards, efficiency, value for money and public satisfaction
- Ensure services operate in accordance with ISO 9001 and OHSAS 18001
Skills, experience and knowledge required:
- Significant senior management experience within waste management, environmental services, Clean & Green, highways
- Proven experience leading domestic and commercial waste collection services, street cleansing, parks and open spaces, grounds maintenance or similar frontline services
- Experience of working within a regulated environment, with a sound understanding of Environmental Permitting Regulations and statutory compliance
- Experience of operating within ISO 9001 Quality Management and occupational health and safety standards OHSAS 18001 or equivalent
