An experienced Organisational Change Management Specialist is required to support the people workstream of a council-wide transformation programme. The role will focus on embedding a new target operating model, aligning workforce structures and role profiles, and ensuring people, skills and organisational design support future ways of working.
The Role
- Supporting delivery of the people workstream within the transformation programme
- Aligning job descriptions and organisational documentation with the digital skills framework and producing supporting guidance
- Developing simplified and generic role profiles in collaboration with HR Business Partners
- Ensuring workforce development and training plans align with the new operating model
- Reviewing and proposing consistent support role structures, including options for centralisation and decentralisation
- Producing action plans and business cases covering financial, HR and cost–benefit considerations
- Coordinating organisational change activity, including communications, engagement and change impact assessment
- Supporting service restructures and monitoring outcomes to ensure policy and legislative compliance
Requirements
- Excellent communication and stakeholder engagement skills
- Strong organisational and project management capability
- Proven experience leading organisational change, including people-focused change
- Significant senior-level HR advisory experience
- Strong analytical skills and ability to present clear recommendations
- Knowledge of change management methodologies
- Good digital skills, including Microsoft 365
- A relevant CIPD qualification (Level 7 or equivalent) is desirable
