We are supporting a local authority to appoint a Commissioning Officer within its Adult Care and Support Directorate. This role sits within an operational commissioning team and focuses on designing, delivering, and managing high-quality adult social care services.
Role Purpose
To commission a range of adult social care services using the commissioning cycle to review, plan, design, and deliver services that meet local needs. The role includes managing commissioning projects and designated contracts to ensure quality, value for money, and positive outcomes.
Key Responsibilities
- Deliver commissioning strategies in line with quality, value for money, and customer outcomes
- Lead and support commissioning and decommissioning projects within agreed budgets and timescales
- Engage people who use services, carers, and families in service design and review
- Contribute to needs analysis, market intelligence, and service redesign
- Manage and monitor contracts to ensure performance, compliance, and quality standards
- Work with procurement teams on market engagement and tender processes
- Build effective relationships with providers, partners, and internal stakeholders
- Use performance and quality data to drive service improvement
- Ensure equality, safeguarding, and information governance requirements are met
Essential Criteria
- Degree level education or equivalent relevant experience
- Experience working within adult social care (local authority, health, or VCS)
- Knowledge of the commissioning cycle
- Experience of contract and project management
- Understanding of adult social care legislation and policy
- Strong analytical, report writing, and presentation skills
- Ability to manage multiple priorities and deadlines
- Confident IT skills (Word, Excel, PowerPoint)
