Job Description

The Portfolios, Programmes and Projects Service within a South West Local Authority delivers a wide range of transformation and capital initiatives across the authority. They are now seeking an experienced Business Analyst to support a council-wide programme focused on maximising income and reducing debt. This is a fantastic opportunity to work on meaningful change that improves services and financial outcomes for the city.

Location: South West Council

Set-up: Hybrid

Rate: £450/day via umbrella inside IR35

Duration: Initial 5-6 months, potential extension

Hours: Full-time position

Responsibilities include:

  • Work closely with the Project Manager and service area experts to deliver programme goals
  • Analyse existing processes, identify pain points, and develop improved “to-be” processes
  • Undertake comprehensive requirements gathering, user needs analysis, and documentation
  • Support business case development through option shaping and evaluation
  • Research and benchmark best practice from comparable organisations

Requirements:

  • Strong domain knowledge of Local Authority functions and processes
  • Proven experience with financial data analysis and exceptional attention to detail
  • Excellent stakeholder engagement, communication, and facilitation skills
  • Demonstrated experience in requirements elicitation, process design and redesign
  • Resilient, proactive, and adaptable, with the ability to work independently and collaboratively in a hybrid environment
