A London Local Authority is seeking an experienced Assistant Director of Highways to lead the delivery, maintenance, and future development of our highway network. This is a senior leadership role responsible for shaping transport infrastructure, ensuring safe and efficient road networks, and supporting sustainable growth across the borough. You will oversee highway operations, capital programmes, and policy development while working closely with elected members, senior officers, and external partners. The role requires strong leadership, commercial awareness, and a commitment to delivering high-quality services for residents, businesses, and visitors.

Key Responsibilities:

  • Provide strategic leadership for all highway services including maintenance, network management, and asset management
  • Lead the development and delivery of highways and transport strategies aligned with council priorities
  • Manage large-scale capital programmes and revenue budgets
  • Ensure compliance with statutory responsibilities relating to highways and road safety
  • Drive innovation in sustainable transport, active travel, and infrastructure planning
  • Advise senior leadership and elected members on highways policy, risk, and investment decisions

Skills, experience and knowledge required:

  • Previous experience in a similar role within a local authority
  • Strong knowledge of highways legislation, asset management, and infrastructure delivery
  • Experience managing large budgets, contracts, and capital programmes
  • A track record of delivering complex infrastructure projects and service improvements
  • Degree-level qualification in civil engineering, transport planning, or a related discipline (or equivalent experience)
  • Chartered status (e.g., ICE, CIHT) or willingness to work towards it is desirable
