An excellent opportunity has arisen for an experienced finance professional to join a London Borough as a Strategic Finance Transformation and Performance Manager.
Reporting to the Director of Finance - Corporate, this pivotal role will lead the development of a modern, high-performing finance function, driving transformation, continuous improvement and financial excellence across the organisation. The postholder will play a key role in strengthening financial management, enhancing business partnering and embedding best practice across Council services.
Key Responsibilities
- Lead the development and enhancement of the Council's Finance Business Partnering model, including benchmarking, horizon scanning, statistical reporting and effective challenge across services
- Develop a robust financial environment that supports effective budget monitoring, forecasting and financial decision-making
- Design and implement financial modelling, budgeting, forecasting and governance resources for budget holders and finance professionals
- Develop and deliver a financial controls training programme for senior officers, including induction and refresher programmes
- Drive finance transformation through automation, improved systems and modern ways of working
- Streamline financial processes, reducing unnecessary journals, recharges and transactional activity
- Lead and support initiatives within the Finance Continuous Improvement Plan
- Provide strategic financial advice, insight and challenge to senior stakeholders across the Council
- Support the development of a consistent and effective approach to financial management across all service areas.
About You
You will be a CCAB or CIMA qualified accountant with substantial experience operating within a local government finance environment. You will possess a strong track record of leading change, improving financial management practices and influencing senior stakeholders.
You will also demonstrate:
- Extensive knowledge of local government finance, governance and regulatory requirements
- Strong financial modelling, forecasting and analytical skills
- Experience delivering finance transformation and service improvement programmes
- Excellent communication and stakeholder management skills
- Experience advising senior officers, Members and corporate leadership teams
- Advanced Excel, financial systems and reporting expertise
- The ability to challenge constructively and influence decision-making in a complex political environment.
