Job Purpose / Overview

The Client Project Controls team will act as a centre of excellence, strategically managing and utilizing performance management information to ensure successful project delivery. As part of this team, you will contribute to the achievement of Client Project goals by ensuring that Project Controls activities are carried out effectively, efficiently, and with a forward-thinking approach. This role reports directly to the Head of Civils Works Project Management Office and will be involved in the Civils Works Programme (CWP).

The CWP is led by the Client and is formed of an Alliance responsible for the physical delivery of the works. This ‘Civil Works Alliance’ (CWA) comprises the Client as the ‘Owner Participant’ and three contractors: Laing O’Rourke (LOR), Balfour Beatty (BB), and Bouygues Travaux Publics (BY). The CWA will oversee the delivery of four key sub-programmes: Enabling & Earthworks, Marine & Tunnels, Main Civils, and Ancillary Buildings/Permanent Roads & Networks.

In this role, you will be responsible for overseeing Programme Controls across one or more multi-billion-pound sub-programmes within the CWP. Your responsibilities will include managing the ownership, deployment, and continuous improvement of Project Controls while ensuring that all activities are executed in accordance with the Client’s governance structure and delivery model. You will also be expected to drive innovation, with a focus on ensuring that Project Controls activities are “Digital by Default.”

The ideal candidate will have substantial experience working in large-scale projects, particularly across multiple Project Controls functions. Your experience will enable you to challenge and ensure the integrity of Project Controls outputs, collaborate effectively with multi-disciplinary teams, and manage senior leadership teams to guarantee the success of the project.

Principal Accountabilities

  1. Oversee the day-to-day management of the sub-programme Project Controls team, which includes schedule, risk, cost, change management, and reporting & insights within the CWP, ensuring alignment with CWA programme controls.
  2. Support the Head of Civils Works PMO in delivering world-class Project Controls that become a benchmark for the industry.
  3. Implement best practices for integrated project controls across all functions: Schedule Management, Cost Management, Risk Management, Baseline and Change Management, and Reporting & Insights.
  4. Collaborate with functional Project Controls leads to develop and maintain Integrated Project Controls processes.
  5. Assist the Head of Civils Works PMO with the establishment and maintenance of Project Controls arrangements, tools, systems, and work instructions.
  6. Support the planning and coordination of key PMO activities such as annual budget planning, estimate completion updates, and schedule deep-dives.
  7. Help the functional Project Controls Leads with progress reporting, including schedule updates, forecasting, variance identification, and identifying improvement opportunities.
  8. Liaise with the supply chain to ensure the quality and timeliness of Project Controls information.
  9. Ensure the on-time production and quality of monthly performance reports.
  10. Implement a robust lines of defense assurance process for all Project Controls functions.
  11. Contribute to knowledge sharing and promote the Client Project as an exemplar of Project Controls within the construction industry.
  12. Support and coach senior Project Controls resources to ensure effective team leadership.

Knowledge, Skills, Qualifications, and Experience

  1. Experience working in a large-scale project environment, with expertise in multiple Project Controls functions.
  2. Degree or equivalent qualification in business analysis, accounting, finance, construction, engineering, project management, or a related field.
  3. Proven track record as a Project Controls Director on large, complex infrastructure projects.
  4. Strong experience in cost control, estimating, scheduling, change management, and risk management.
  5. In-depth knowledge of earned value analysis.
  6. Demonstrated ability to manage a team in a matrix structure on a large project.
  7. Experience managing senior stakeholders with increasing levels of responsibility.
  8. Strong problem-solving abilities and a results-oriented approach.
  9. Excellent presentation, influencing, and facilitation skills.
  10. Outstanding interpersonal and communication skills.
  11. Active membership of AACE, PMI, APM, or a similar professional association.
  12. Proficiency with reporting and analytics software, particularly Power BI.
  13. Familiarity with various contract types, including the NEC suite and FIDIC.
  14. Experience in the nuclear sector.
