Venesky-Brown’s client, a public sector organisation in Glasgow / Edinburgh, is currently looking to recruit a Programme Manager for a 12 week contract on a rate of £445/day (inside IR35). This role will be hybrid.
Responsibilities:
- Contribute to and deliver the Business Plan as part of the overall strategy.
- Define, design, develop and deliver strategic projects within the Plan, in order to deliver the objectives required by stakeholders driving the Organisation’s strategy.
- Manage and deliver complex programmes to ensure procedures and performance measures are in place and maintained to provide accurate performance metrics.
- Implement and maintain highest quality programme and project management standards, reports and processes to identify and manage cross-project dependencies, risks and constraints for strategic projects.
- Contribute and co-ordinate across a programme to develop and maintain a resource management process that enables the efficient deployment of people and resources.
- Develop and implement procedures and policies in relation to new business and system developments.
- Develop, maintain and continuously improve an effective initiation and control mechanism for change programmes.
- Develop, motivate and monitor staff within the programme, identify training needs and monitor staff development.
- Produce comprehensive and fully costed Business Cases incorporating benefits realisation metrics.
- Develop and manage the plans, risks, programme team and resources in accordance with the defined scope.
- Ensure that the organisation and staff are guided, supported and mentored through the process of change.
- Ensure all programmes are delivered recognising MSP and projects are delivered recognising PRINCE2 disciplines.
- Develop and maintain effective communication channels.
- Provide ongoing consultancy with a proactive strategic overview to Sponsors, Executive Management and Stakeholders.
- Provide expert advice on all aspects of programme management.
- Promote, facilitate and enable adoption of a range of quality and continuous improvement techniques.
- Identify, implement and transfer to the end user, modernisation, continuous and quality improvement opportunities.
- Embed all improvements into operational processes effectively.
Essential Skills:
- Educated to degree level with a postgraduate qualification and extensive professional experience.
- Proven experience of managing and delivering programmes and projects.
- Evidenced application of proven methodologies and techniques for planning, monitoring and controlling programmes and projects.
- Experienced in engagement with leaders, directors and executive management teams.
- Experience of establishing programme governance structures.
- Experience of leading and managing multidisciplinary teams.
- Experience of coordination and negotiation with external suppliers.
- Experience of using information for management purposes.
- Experience of chairing meetings.
- Line management experience.
- Excellent written and oral communication skills.
- Effective leadership skills.
- Ability to find ways of solving or pre-empting problems.
Desirable Skills:
- Formal programme and project management training e.g. Managing Successful Programmes™, PRINCE2™, AGILE™.
