Venesky-Brownβs client, a public sector organisation in Edinburgh, is currently looking to recruit a Procurement Manager for an initial 6 month contract with possible 3 month extension on a rate of circa Β£350-Β£400/day (Inside IR35). This role will be hybrid working with 1-2 days a week onsite in Edinburgh.
Responsibilities:
β Manage/ administer procurement activities/ processes (in collaboration with end users
β Maintain Contracts Register.
β Input to regular reports on procurement activities for Executive Team and Audit & Risk
Committee (provide source data, draft reports)
β Work with outsourced service providers to ensure procurements undertaken on behalf of the organisation are done so in accordance with procurement policy and relevant Scottish public sector regulations and requirements.
β Suggest periodic updates/ improvements to procurement strategy/ policy
β Represent the organisation in external procurement networks and activities where required or appropriate.
β Administration of all procurement related activities
β To support ensuring all procurement activities (including those delivered by outsourced partners (e.g. Managing Agents) satisfy regulatory and legal requirements
β Maintain the Contracts Register, ensuring business-wide compliance and engagement and that our register is complete and current at all times.
β Support production of Annual Procurement Report
β Educated to degree level (BSc/BA) or equivalent
β Negotiation/ influencing and good communication skills
β Strong team worker
β Regular management of administrative tasks
β Scottish Public sector procurement experience
β Use of the Scottish Government Procurement Journey
β Use of the Public Contracts (Scotland) Regulations 2015
β Use of the Procurement Reform (Scotland) Act 2014
β Formal reporting
β Chartered Institute of Procurement & Supply membership
β Confidence in dealing with senior leadership (Internal or external)
β Representing the organisation in external situations
β Experience of wide range of contract types (goods, services, works)
