Venesky-Brown’s client, a public sector organisation in Belfast, is currently looking to recruit an People and Organisational Development Manager for a 6 month contract on a rate of Β£23.60/hour (PAYE). Responsibilities: – Oversee the delivery of OD services ensuring that innovative, modern and flexible approaches are developed and implemented including the use of digital solutions to monitor and report the impact and effectiveness of the OD service – Implement a robust evaluation framework – Lead on projects that support the development of a positive culture and working environment for all staff, particularly in relation to the People and Culture priorities – Support the development and implementation of initiatives to progress leadership development – Provide expert advice and guidance to managers and staff on a range of Organisational Development challenges – Support the delivery of internal consultancy arrangements and provide facilitation of events – Support the progression and delivery of team development initiatives – Identify and apply data analytical tools and approaches to support the improvement of the service being delivered by the Organisational development team – Lead on the marketing of a range of Organisational development products and events to engage with a range of stakeholders – Co-ordinate and participate on a range of Organisational development strategic groups, committees or forums – Work with a range of stakeholders internal and external, regarding Learning/Organisational Development – Devise and develop policies and operational processes, consulting with key stakeholders as necessary – To establish and monitor arrangements to ensure equality of opportunity and access of uptake for Organisational development – Responsible for the quality management of allocated Organisational development work streams, ensuring that key performance indicators are established, monitored and achieved – Participate in benchmarking opportunities, broad quality initiatives and ensure that information governance arrangements are fully implemented – Support the achievement of the Human Resources Controls Assurance Standards ensuring agreed standards and action plans are implemented – Lead, manage and empower a team of Organisational Development practitioners and support staff – Support the delivery of the HR Business Partnering model through effective liaison with service areas and their individual managers participating on assigned work streams or projects as identified – Delegate appropriate responsibility and authority to the level of staff within their control, consistent with effective decision making, whilst retaining responsibility for results – Participate in the Staff Development Review process – Review performance of direct reports on a regular basis and to provide direction on personal development requirements and action in accordance with KSF – Contribute as an effective member of the People and Organisational Development team – Take responsibility for their own performance and to identify personal development areas – Maintain good staff relationship and morale amongst staff reporting to them, through effective feedback, recognition, appraisal and development – Lead by example to ensure that demonstrates commitment, through its culture and actions, for all aspects of diversity in the population it serves and the staff who provide the services – Promote the values and culture of the organisation through the development and implementation of relevant policies and procedures and appropriate personal behaviour – Participate as required in the selection and appointment of staff reporting to them in accordance with procedures laid down – Chair and participate on panels established to address matters in relation to grievances and disciplinary matters – Deputise for the Assistant Services Manager in their absence – Promote the policies on Equality of Opportunity and the promotion of good relations, through their actions and to ensure that these policies are adhered to by staff for whom they have a responsibility – Contribute to the overall corporate and integrated governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability Essential Skills: – Have a relevant university degree or professional qualification at graduate level and have worked for 2 years in an Organisational Development role Or – Have worked for 5 years in an Organisational Development role, 2 years – People management skills with ability to lead and manage a team – Ability to design, develop and implement highly complex Organisational Development activities in line with best practice working independently on their completion – Ability to positively influence and persuade a range of internal and external stakeholders/agencies – Excellent presentation/facilitation skills – Excellent communication and interpersonal skills – Ability to analyse data to identify trends and inform decision making – Knowledge of Leadership and Organisational Development Work – Previous experience in the provision of advice and guidance on complex OD matters Desirable Skills: – Possession of an accredited coaching qualification and a minimum of 2 years experience, of providing coaching to individuals and/or teams.
